Project Description: The project consists of the restoration and maintenance of approximately
10.1miles ofbeach and dunes along the Atlantic shoreline in Duval County, Florida between the
St. Johns River Entrance and the St. Johns/Duval County lines, including FDEP refer~ce
monuments R31 through R80 and the Mayport Naval Air Station shoreline. Initial construction
and periodic renourishment of the beach is accomplished through the Duval County Federal
Shore Protection Project. Initial construction of the current federal shore protection project
occurred in 1978-80, with periodic renourishment of the project thereafter (1985/87, 1990/91,
1995; 2003/2005), supplemented by disposal of suitable sand along the north end of the project
area from periodic dredging of the St. Johns River entrance.
The borrow source for the project's renourishment is located approximately 8 miles offshore in
federal waters of the Outer Continental Shelf.
The most recent project renourishment was constructed in the summer of 2005. The next
nourishment is tentatively scheduled for the summer of 2011, for which advance non-federal
construction funds will be required by the Co1ps in State FY 2010-11. It is anticipated that the
majority portion, ifnot all, of the project shoreline will be renourished by the 2011 construction,
including Hannah Park and Mayport N.A.S. which were not renourished in the 2005 event.

Use of Requested Program Funds: State funds requested for FY2010-ll will be used for
project construction (renourishment). The Corps' present schedule is to bid and award the
project in March-May 2011 (at which time construction funds must be in Corps' escrow) and to
construct the project in July-August 2011. Federal, state and local funds are already allocated for
the project's design and permitting through F¥2009-10. Requirements for pre-and post
construction monitoring (FY20 1 0-11) are· typically conducted by the Corps of Engineers and
included within their overall construction effort; and the present funding request reflects this
presumption.
Local Government Support. The local sponsor has dedicated support staff responsible for
implementation and monitoring of the project and attendant beach erosion control activities. In
house professional staff of the City of Jacksonville manage the project and state grant, as
indicated below. Since 2005, the City has additionally retained the coastal engineering firm of
Olsen Associates, Inc. for professional services and consultation attendant to the project and
beach management.

Revenue for the local share will be provided by: Local funding for the project is obtained
from the City's budget for capital improvements. The City has ·a long-term beach renourishment
fmancing plan which includes an annual City contribution of between $360,000 and $371,000
per year to maintain the projected local funding requirements for the project through its
authorized life (viz., currently though 2028).

Local Sponsor Resolution: A recent resolution of the Council of the City of Jacksonville
affirming support for the project is attached.
Previous State cost-share for the project: The State has previously co-funded the construction
and renourishment of the project, including monitoring, design and permitting. The current
Agreement between the FDEP and City of Jacksonville for beach management funding
assistance (DEP Agreement No. OODUl) was entered into on December 6, 2000 and most
recently amended (No.4) in early 2009, extending the term ofthe Agreement to April30, 2011.
The project is recommended in the Strategic Beach Management Plan and located in an area that
has been designated as critically eroded by FDEP. It has been previously determined that the
project is eligible for 47.21% State cost-sharing.
The project nourishes a previously restored shoreline which is the subject of previous, consistent
state cost-share.
Previous (Current) State Cost-Share Percentage: 47.21%
The current value of funding eligibility for State cost-sharing, based upon FDEP's
assessment of public beach access and parking in April, 2005, is 47.21% (i.e., 50% X
94.41% shoreline eligibility). See attached tabulation from current grant Agreement
OODUl, Amendment 4. There are no known changes in public beach access, parking, or
eligibility since this assessment.

Additional Ranking Criteria
Will this project enhance/increase the longevity of a previously constructed project? Yes.
The project entails periodic renourishment of a previously constructed project that is
among the oldest established (c. 1978), and most successful federal shore protection
projects in the State of Florida. The project is additionally renourished through
maintenance dredge disposal of beach-quality sediment from the St. Johns River Federal
Navigation Project along the northern end of the project area, for which review and
management is likewise reviewed by the Local Sponsor as a fundamental part of the
subject project, including through funding provided by the State grant.
Will this project nourish a previously restored shoreline?
Rate of Erosion as determined by the Bureau based on long term data: 2.52 ft/yr (R31-R80)
The long-term average rate of erosion along the project area, from R31 through R80 is 2.52
ft/yr, based upon the consensus rate average values described in FDEP's shoreline change Rate
Estimates for Duval County .1 This value represents the mean of erosion rates described for each
monument location (R31-R80) along the project area south of Mayport NAS.
Severity of Erosion: Essentially all of the approximate 1 0-rnile long federally authorized
project area is developed with habitable structures, excluding approximately 7,750-ft (1.5-miles)
of shoreline along Hannah Park which is a developed City beach park featuring significant,
beachfront public recreation facilities.
The majority length of the project shoreline is armored by a concrete seawall and/or revetment;
however, this armor is currently buried by or behind sand dunes ·and is not presently considered
"active". Recent studies are not available; however, it is probably reasonable to presume that
there are no existing habitable or commercial structures presently threatened by a 25-year return
interval storm erosion event.
The project area is located downdrift of, and within the erosional influence of, the federal
navigation project at the St. Johns River Entrance. A portion of the project's periodic
renourishment requirements is provided by beach disposal of suitable maintenance-dredged sand,
by the Corps of Engineers, from the St. Johns River Entrance, for which the City of Jacksonville
is also the local (non-federal) sponsor. The beach restoration project, in significant part,
represents mitigation of inlet-induced erosion from a federal navigation project originally
constructed in 1880-1900.
Project Benefits: Public beach access within the project area consists of a major public beach
park (Hannah Park) near its north end as well as three additional primary beach access points,
including street-end access and parking throughout the project area, comprising over 26% of the
project shorefront by shoreline measure (excluding lateral access from these beach access
points)_ The majority of the project area is considered to be an "urban beach" which provides

primary .and significant public beach access to the metropolitan City of Jacksonville. Threatened
and endangered marine turtles utilize the entire project area for nesting purposes; however it is
not located within a designated marine turtle refuge.
Use of Innovative Applications of existing technologies: The project was initially constructed
and has been maintained using conventional beach fill methods, and it is anticipated that
subsequent nourishment will utilize similar technology. The project incorporates beneficial use
of dredged material through placement of beach·compatible material along the north (updrift)
end of the project area from maintenance dredging of the St. Johns River Federal Navigation
Project. An attempt was made to utilize new-work dredging material from the navigation project
for beach renourishment in 2003; but required mitigation to remove non-beach compatible
material from the pn:~ject shoreline. The City will continue to review future possibilities for
beneficial use of dredged material from the federal project, including innovative disposal
methods such as nearshore placement, but with primary emphasis upon the beach-compatibility
of the material and potential antecedent effects to recreation and the environment.
Nourishment Interval (nominal): 5 years.
Project Performance: The project's renourishment interval is estimated as five (5) years per
the Corps of Engineers' project formulation and authorization. This interval is consistent with
the project's renourishment history since initial construction in 1978-80; i.e., six renourishments,
more or less, over a 31-year period from 1980 to 2011, wherein 2011 is the next anticipated
renourishment.2 The last project renourishment was in 2005 (pursuant to hurricane impacts in
2004), noting that the 2005 project did not restore the renourishment template to its full extent
nor did it include the northern 25% of the project area comprising Hannah Park and Mayport
N.A.S. Nonetheless, since the 2005 renourishment, the project has mostly retained its minimum
design section and continues to provide adequate shore protection, public recreation and marine
turtle nesting habitat.

WBEREAS, the City of Jacksonville ("City") entered into a
cooperative agreement with the u. S. Army Corps of Engineer~. on
July 7, 1994, for extension of federal participation in
construction of the Duval County ·Shore Protection Project
("Project"); and
WJIE1U!:AS, the Project provides for continued periodic beach
renourishment of the Duval County ocean shoreline between the St.
Johns River entrance and the Duval-St. Johns County line for a 50
year period ending in 2028; and
WHEREAS, the City is the non-federal sponsor and permittee for
the Project; and
~, the City entered into a grant agreement with the
Florida .Department of Environmental Protection on December 6, 2000,
as amended June 23, 2008 (City Contract No •. 7162-23), for the
provision of state funding for up to 47.21% of ·the non-federal

WHEREAS, the ~lorida Department of Environmental Protection
has requested a resolution from the City Council confirming the
City's support for the beach renourishment program; now therefore
BE J:T JU!:SOLVED by the Council•of the.City of Jacksonville:
Section 1. Expression of Support. Th~ ~ouncil hereby
expresses its continued support for the Florida Beach Management
Program and the Duval County Shore Protection Project, agrees to
continue serving as the · local sponsor of the Project, and is
prepared to provide the necessary local cost share for construction
and monitoring required for the Project.
Section 2. Bffecti.ve Date. This resolution shall become
effective upon signature by the Mayor or his designee.
