BACKGROUND: This project is to replace an old 2-inch undersized water main with a 6-inch
water main on Park and Mealy Streets. Also included is an additive alternate to extend the water
main down Dutton Island Road West from Mealy Street and connect to the existing water main
near George Street.
Bids were advertised, and six contractors met prequalification requirements. Five contractors
attended the mandato re-bid meetin ,and 3 contractors submitted bids on December 3, 2003:

During the bid analysis, mathematical errors were found and corrected in R & B's bid. The values
above represent the corrected bid amount. The low bidder for the project is Gruhn May, Inc.
BUDGET: A total of $139,000 was budgeted for water line replacements on ParkJMealy
($100,000) and on Renault {$39,000). The work on Renault will only require a few service
connections, as field verification by staff determined the existing mains are 6 and 8-inch diameter
instead of 2-inch diameter. Including the additive alternate in the Park/Mealy project is highly
recommended, as it would allow the water line to be looped into the existing main on Dutton
Island Road West, as opposed to having a "dead-end" line ending on Mealy Road.
RECOMMENDATION: Award the contract for the Park and Mealy Water Line Replacement,
Bid No. 0304-2, including the Additive Alternate, to Gruhn May, Inc. in the amount of
$111,488.31.
