BACKGROUND: This project is to rehabilitate two existing metal sludge digestion tanks at
Wastewater Treatment Plant No. 2. This will include repairs and coating of the tanks, and
replacement of the aeration equipment inside the tanks. An additive alternate to modify decant
piping and install manways was included in the bid request.
Bids were advertised, and three contractors were prequalified and attended the mandatory pre-bid
meeting and site visit. Three contractors submitted bids on December 3, 2003:

During the bid analysis, mathematical errors were found and corrected in Worth Contracting's
bid. The values above represent the corrected bid amount. Including the additive alternate causes
all bids to be over budget, therefore the additive alternate work will not be awarded. The low
bidder for the base bid was Crruhn May, Inc.
BUDGET: A total of $100,040 was budgeted for this work in the Sewer Fund in account
number 410-5508-535-6300.
RECOMMENDATION: Award the contract for Rehabilitation of Sludge Tanks at Wastewater
Plant No. 2, Bid No. 0304-3, to Grului May, Inc. for the base bid only, in the amount of
$85,745.00.
