Exh 3AAGENDA ITEM #3A JANUARY 26, 2004 January 21, 2004 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hans SUBJECT: Follow-up R port Construction at 1625 Beach Avenue; A complaint was made at the last meeting about the continuing delay in completion of a construction project at 1625 Beach Avenue. A concern was expressed about the safety of the construction site and the ability of kids to get in. The owner of the site has advised that the delay was caused by a requirement from the State Department of Environmental Protection to resubmit the plans, and may take as long as four for months before fmal approval is received. As a result of an earlier complaint about this site, the owner cleaned the litter, cut the weeds, posted the azea for no trespassing and secured the interior. Because of this most recent complaint, the owner has installed asix-foot security fence in front of the property until the project is restarted. Selva Marina Medians; A complaint was received at the last commission meeting that people had been driving through the medians along Selva Mazina Drive leaving ruts and otherwise destroying the landscaping. Several alternatives exist to reduce or eliminate the problems. One would be the installation of curbs azound the medians, although that option is estimated to cost a considerable amount of money. A second option would be to plant trees in the medians so that no traffic could drive through. However, this may take well over 100 trees and is beyond the current budget avaIlable in the landscaping fund. The most reasonable solution appeazs to be planting a few oak trees in the azeas where people have been specifically driving. This can be accommodated in the current landscaping budget. Adjoining owners will be asked if they would be willing to maintain the trees under the City's Adopt A Tree Program. Bellsouth Utility Protects; A complaint was also received at the last meeting about Bellsouth's crews doing work in the right-of--way in front of a citizen's home without letting them know that they would be there, when they would finish the work, or why the work was needed. Bellsouth has since sent a representative to speak with the owners about the project on Seminole Road. Pending Follow-uo Items. There aze several follow-up items from past commission meetings that city staff is currently working on, but reports aze not ready for the January 26`~ meeting. They include the following; Salary Related Questions; the cost to raise city police officer to equal JSO's salazies. This question is complex and will take more time to prepaze a complete answer than available between the last two meetings. A staff report on this is expected in Februazy. AGENDA ITEM #3A JANUARY 26, 2004 Problems of Construction in Residential Neighborhoods; City staff has met to discuss the problems, reviewed vazious solutions from other Florida cities, and is preparing a staff report for the next commission meeting. - Roundabout Study; currently underway with work being done by GAI Consultants. - Water Sewer Rates; As previously reported, Burton and Associates is prepazing a revised calculation to answer several questions raised when the Commission last discussed the issue. - Acquisition ofRight-of--Way at 5`" and Sherry for Reconstruction of Sidewalk; This issue has been delayed pending getting an appraisal of the value of the property needed for the sidewalk. Appraisers aze very busy with other work at the time and staff has thus far been unable to get an appraisal completed.
