Statistics:
-19 total tree removal permits
-2 after-the-fact permits (removal w/o a permit) that required double mitigation.
-172 total trees removed with 161 new trees proposed for planting = 94% replacement rate.
-2,248 total inches removed with 1,115 inches proposed for planting = 49.5% replacement rate.
-12 total legacy trees removed with 56 proposed for planting = 466% increase.
-319 total legacy inches removed with 231 legacy inches proposed = 72% replacement rate.
-$1,537.50 paid into tree fund for a total of 12.5 inches of mitigation.
Takeaways:
A high percentage of applicants are utilizing the incentive of double mitigation credit
when replacing non-legacy trees with legacy species, resulting in the high number of new
legacy species plantings (56) compared to the number of legacy trees removed (12).
Trees are almost being replaced at a 1:1 ratio, which also points to the fact that many
applicants are utilizing the double mitigation credit incentive for legacy species because
meeting 50% mitigation usually requires planting more trees than the number removed.
The almost 50% replacement ratio for inches removed to inches planted indicates that
applicants rarely receive preservation or relocation credit, as this would lower the number
of inches planted to below 50%. Also, this replacement ratio may indicate that requiring
double mitigation for removal without a permit is helping to maintain the 50%
replacement ratio intended by the Code since the high usage rate of double mitigation
credit should result in a lower amount of the actual inches planted. Based on the numbers,
we are achieving the 50% replacement ratio intended by the code while also benefiting
from an increase in future legacy trees.
Only 2 of the 19 permit applications opted to pay for mitigation. Together, the applicants
paid for a total of 12.5 inches totaling $1,537.50.
