After Bowen Civil Engineering (BCE) was selected to provide the design and permittingfor this project, a public meeting
was advertised and scheduled on Thursday, April 22, 2010 at 6:00 PM at the City Commission Chambers. A total of 11
people attended the meeting, and 8 of the 11 people either worked for the City of Atlantic Beach or for Bowen Civil
Engineering.
A variety of subjects were discussed including possible designs/routes of boardwalks and docks, construction materials,
parking and transportation issues, motorized vessels, fishing, covering/shelter, kayak/canoe launch features/floating
dock, special events, ecotourism, soundings/depths/mean low tide levels, permits, and grant funding. At the end of the
meeting, several subjects emerged as "must have" issues.
The design must connect to a location where several channels come together, and where the manmade channel is
deeper than the other adjacent waterways. This will maximize the access by kayak and/or canoes at lower tides. An
additional necessity was to provide access to this location for fishermen due to this being identified as a very good
"fishing hole." It was also noted that the original design by BCE placed a fishing pier in an area with limited depth. It
was determined that it should be eliminated and provisions be made for an area at the end of the boardwalk.
It was recommended that the end of the dock be large enough for small social functions like weddings, or large enough
for environmental education talks or presentation. Benches should be added at points along the boardwalk and at the
deck area at the end. It was also recognized that a floating kayak/canoe launch would be preferable over a floating
dock.
The group also identified some limitations: Trying to provide permanent cover for this dock is not feasible for a number
of reasons including costs. Building a structure that blocks access to the channels should be avoided and would be
difficult to permit as well as create a hazard. And, all structures should be required to meet all applicable laws and
codes, and safety considerations should be heavily weighted in all concepts and designs.
After noting these issues, BCEconsidered this input and integrated it into the proposed design. One only has to
compare the original BCEdesign to the new proposal to see that it is evident that numerous changes were made based
on this public input.
The proposed design provides access to the target location, provides fishermen with access to the "fishing hole",
provides a deck area of approximately 840 sq ft at the end of the boardwalk, and includes a floating kayak launch.
Please find attached several representations of the preliminary plan. The proposed design can be further modified
based on additional direction and input.

Call to Order: The meeting began at 6:00 PM.
Introduction: David Thompson opened the meeting and introduced City Commissioner Daugherty,
City staff members, and staff from Bowen Civil Engineering. The purpose of the
meeting was identified as obtaining public input on the Tideviews Preserve project.
Attendees were asked to complete blue City of Atlantic Beach forms.
The meeting was turned over to Randy Downing with Bowen Engineering. Randy
utilized aerial photographs and discussed the project location. He also provided a
number of drawings and surveys to provide more detailed information of the site.
Over the course of the meeting, attendees discussed a variety of subjects including:

On Monday, March 22, 2010, City of Atlantic Beach officials presented a proposal
to the City Council for approval of a Resolution to submit an application to Florida
Inland Navigation District (FIND) for construction of a dock extension/ boat launch
that appears to be located within the boundaries of the River Branch Preserve. As
you know, the River Branch Preserve is governed by a Conservation Easement
between North Florida Land Trust and the City of Atlantic Beach, recorded on April
30, 2009 ("Conservation Easement").
While improved access to the waterway and the marshlands preserves is a welcome
prospect, and was contemplated by the Conservation Easement, we need to
collaborate early and regularly on proposals that affect the River Branch Preserve,
well in advance of any formal steps to undertake improvements that enter into the
Preserve.
Per Section 5.1 ofthe Conservation Easement, North Florida Land Trust must be
notified by the city at least 30 days prior to the date that the city intends to undertake
one of the reserved activities under the Conservation Easement. In this case, the
reserved activity appears to be construction of the dock extension/boat launch.
However, our review includes whether the design of the reserved activity is
consistent with the Conservation Easement; therefore, as a practical matter, it is
important for us to be involved with the design process. We have no intention in
delaying the city in seeking funding for this project, but we want to make sure that it
is understood that our involvement in the design process is important when the
process begins to ensure adherence to the easement covenants and restrictions. This
step is critical to the process to ensure our stewardship duties are met for the
Conservation Easement.
I trust we can confer soon and continue our work together to benefit Atlantic Beach
and protect and promote the values of the River Branch Preserve.

PROJECT SUMMARY NARRATIVE (Please summarize the project in 2 paragraphs or less.)
The purpose of this project is to expand public access to recreational and educational areas encompassing more
than 400 acres of wetlands and marshes located on or adjacent to the Intracoastal Waterway. The City owns
approximately 400 acres of wetlands and marshes encompassing three (3) public, waterfront parks. The existing
parks have observation platforms, a fishing pier, and floating docks, restrooms, and education kiosks and
pavilions. These parks are also part of a paddling trail system for canoes and kayaks, and they also have foot
trails for nature observation and studies.
One of the most significant limitations to the usage, access, and paddling trails between the parks and docks is
the tidal nature of the channels. Specifically, the channel located between the Intracoastal Waterway and the
canoe/kayak launch at the Tide Views Preserve is tidal in nature, which means that at low tide, the channel has
insufficient water for a boat to get in or out. The proposed project is based on extending a boardwalk and
constructing a boat launch to a deeper water location in the channel between the Intracoastal Waterway and the
Tide Views Preserve. This access to water, even at low tide, will provide more access to and from the facilities,
and it will enhance the interrelationship between Tide Views Preserve, Dutton Island, and the recently acquired
River Branch Preserve located between the exising parks.

Under the assistance programs in the mission statement of the FIND, it cites the mission "to
develop waterway improvement projects such as access channels, boat ramps, public marinas,
fishing piers, boardwalks, waterfront parks, environmental enhancement/restoration,
environmental education and boating safety." The proposed project will improve intracoastal
waterway channel access to and from the recreational'facilities i.e. canoe/kayak launch facilities of
this public park. Additionally, this will include additional boardwalks, and it will facilitate
ecotourism and environmental education as well as recreational opportunities.
b) How does the project benefit public navigation or access to the JCW or adjoining
waterways?
This will provide access from the Intracoastal waterway to and from the Tide Views Preserve
during low tides. This will greatly enhance the usage of the park facilities for those needing access
by water, and it will provide a paddling pathway for canoers and kayakers to travel from the
Dutton Island Preserve located nearby, through recently acquired marsh lands.

a) How is the public usage ofthis project clearly identified and quantified?
Public usage may be identified and quantified by the frequency of citizens launching andlor
accessing the canoe launch at Tide Views Preserve. At the present time, the lack of a navigational
channel during low tides results in virtually no usage of the facilities by boaters.
b) Discuss the regional and local public benefits and access to be provided by the project.
The Dutton Island Preserve is located a short distance from Tide Views, and the marshland
between the islands has been acquired by the City of Atlantic Beach. This estuarian property not
only provides a habitat for numerous plants and wildlife, but it has generated significant interest in
local marine biology and environmental education. Additionally, the Tide Views Perserve and
Dutton Island Preserve are part of a paddling trail system that encourages ecotourism as well as
preservation of the habitat.
c) Estimate the amount oftotal public use.
The accessibility of this property by water would probably find multiple users daily during spring,
summer, and fall weekends. Ecotourism would likely increase the usage to as many as 20-30
boaters per day using the dredged channel, and the impact would probably increase the usage of
the Dutton Island Preserve facilities and marshlands nearby.
d) Can residents from other counties of the District reasonably use the project? Explain.
Residents from other counties will have access to this project by land or water. The park
information is readily available on the internet and through many promotional publications, and
there is sufficient parking to accommodate citizens who may choose to drive rather than travel to
the park by boat. As part of the paddling trail system, outfitters are well aware of the preserve, we
expect canoers and kayakers to primarily access the facilities by water.

4) TIMELINESS
a) Describe current status of the project and present a reasonable and effective timeline for the
completion ofthe project consistent with Attachment E-S.
The City completed a selection process and contracted for professional services for the design,
engineering, and permiting as approved in Phase 1. The Phase I work is currently in progress.
The fmal design has not been completed at the present time, but public input is currently being
solicited and integrated into the preliminary design.
The permitting process is underway, and staff is hopeful that the applicable permits will be
received by July 2010.
Once the Phase I tasks are completed, the bidding process should take approximately 3 months.
The construction should take approximately 6 months to complete.
b) Briefly explain any unique aspects of this project tbat could influence the project timeline.
The permitting process is the greatest unknown. There are multiple agencies reviewing and
evaluating the project, and this process has the potential to result in significant delays.
Based on the present state ofthe economy, it is likely that resources will be readily available for
construction as long as extreme weather conditions do not hamper

The City of Atlantic Beach is planning to use convention development tax money to match FIND
funding. The source of funding has been utilized for the development of parks and recreational

materials, then the competition for such materials could drive prices higher. It is also possible, but
unlikely, that a thorough inspection and analysis of soils and sediment in the targeted area could
create problems that would require additional engineering and construction expenses.
c) Describe any methods to be utilized to increase the cost efficiency of this project.
The City plans to design the boardwalk such that it maximizes the utilization for boaters as well as
non boating citizens. The boat launch area will help to connect boaters to other waterfront,
recreational sites nearby so that all of these areas will benefit from the new facilities. The City is
also evaluating the possibility of utilizing existing City resources to reduce the distance from the
parking areas at the Tide Views Preserve to the proposed boat launch site.
Relative to the propose project administration, the City believes that moving quickly to establish a
construction contract will take advantage of the present economy and help to keep the construction
costs to a minimum. .
The City has already been approached by local citizens and businesses who would like to promote
ecotourism in the area, and they are willing to provide canoes and kayaks along with educational
lectures and materials for this purpose.
d) If there are any fees associated with the use of this facility, please detail. In addition, please
provide a listing of the fees charged by similar facilities, public and private, in the project
area.

Yes. There is a need for more water access to the Intracoastal Waterway as well as the many
public parks and lands nearby. For this specific location, this project would address a genuine

completed.
The City will provide resources to maintain boardwalk and boat launch facilities including fulltime
park rangers who are assigned to these waterfront parks. Staff will be on site on a daily basis to
keep the facilities clean, safe, and in good repair. There will also be signage identifying the
paddling trails and facilities ..
c) Will the program result in significant and lasting benefits? Please describe any
environmental benefits associated with this project.
This project will link more than 400 acres of marshland and channels to enhance ecotourism and
environmental education. It will help to preserve the natural habitat where legal protections are in
place to protect birds and wildlife, while providing opportunities for passive recreational,

help to link these parks and facilities providing mutually beneficial results.

9) CONSTRUCTION TECHNIQUES:
a) Briefly explain the construction techniques to be utilized for this project.
The piles will initially be either driven or vibrated in. A hammer will be used to drive the final portion
of the pile installation to determine the load capacity of the piles. Depending on the location of the
boardwalk, the pile driving equipment may be working from a barge in open waters, mats in
marshes, or on the ground surface in upland areas. After the piles are installed, the beams cross
bracing stringers and deck will be next, in more or less that order. Finally, the handrail posts and
rails will be attached to the rest of structure. The construction equipment will be self-contained and
not depend on outside utilities.
b) How are the construction techniques utilized appropriate for the project site?
Use of pile driving instead of a water jet will cut down on the turbidity created by the jet displacing
the soil and lessen the impact to the surrounding marsh.
c) Identify any unusual construction techniques that may increase or decrease the costs of the
project.
Although it is not too unusual, a top-down construction technique could be applied if it was deemed
necessary. Basically, the contractor would build the boardwalk from the piles up to the deck
working from the previously constructed section. The impact to the marsh and need for a barge
and mats are eliminated. However, the boardwalk components will need to be oversized to
accommodate the construction equipment, especially the pile driver. This would lead to a
significant increase in the cost of the project.

a) List the materials to be utilized for this project. What is the design, life of the proposed
materials?
The materials would include timber piles, beams, and lumber - all pressure-treated to increase their
resistance against insects and rot. Hardware would either be stainless or galvanized steel to resist
rust in the brackish environment. Depending on the salinity of the water and other environmental
conditions, the life span of the different materials can vary. The piles could be functional from
between 20 to 40 years, The beams and stringers are protected by the deck and can have a similar
life span. Although the deck is pressure treated, it is subject to more extremes and can weather
faster than the other components. Depending on whether a surface treatment is applied or note,
the life span of the deck can average between 10 to 20 years. Stainless steel hardware will have a
longer lifespan than galvanized which could match that of the wood components,
b) Describe any recyclable material to be utilized. How does the recyclable material (if any)
compare to other available material?
The steel for the hardware may come from recycled material. Otherwise, the wood components will
be virgin material. Decking products made from recycled plastic materials are available and could
be used. However, the additional expense and limited structural characteristics of these materials
make it hard to justify their use.
c) Identify any unique construction materials that may significantly alter the project costs.
Other than the recycled plastic materials listed in paragraph b (above), another alternative material
that could be used is concrete for the piles, beams, and deck. Corrosion-resistant steel can then be
used for the handrail and posts. The coast to use these materials would be over double the costs
of a comparable wood structure. In addition, the wood structure would be better suited to reflect the
natural setting of the project.

WATERWAYS ASSISTANCE PROGRAM
WHEREAS, the City of Atlantic Beach is interested in carrying out the following
described project for the enjoyment of the citizenry of Atlantic Beach, Duval County, and the
State of Florida:
Project Title: Tideviews Dock Extension/Boat Launch Phase IT
Total Estimated Cost: $211,563
Brief Description of Project: This project will expand access to recreational and
educational areas encompassing more than 400 acres of wetlands and marshes located on or
adjacent to the Intracoastal Waterway. The proposed project is based on extending a dock from
existing docks/boardwalks at the Tideviews Preserve to deeper water in the channel closer to the
Intracoastal Waterway. Although other options, including dredging, were explored, a dock
extension would be less expensive, easier to obtain permits, and less expensive to maintain into
the future. A floating dock/kayak/canoe launch is designed at the end of the dock extension to
provide more public access to and from the waterways, and space is designed for people wishing
to fish from the structure. '
AND, Florida Inland Navigation District frnancial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the City of Atlantic Beach that the project
described above be authorized,
AND, be it further resolved that said City of Atlantic Beach make application to the
Florida Inland Navigation District in the amount of 50% of the actual cost ofthe project in
behalf of said City of Atlantic Beach .
AND, be it further resolved by the City of Atlantic Beach that it certifies to the following:
1. That it will accept the terms and conditions set forth in FIND Rule 66B-2
F.A.C. and which will be a part ofthe Project Agreement for any assistance awarded under
the attached proposal.
2. That it is in complete accord with the attached proposal and that it will carry out the
Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District.
3. That it has the ability and intention to frnance its share of the cost of the project and
that the project will be operated and maintained at the expense of said City of Atlantic Beach for
public use.
