Exh 9AGENDA ITEM #9 JANUARY 26, 2004 January 21, 2004 MEMORANDUM TO: The Honorable Mayor and Members of the City Commission FROM: Jim Hans SUBJECT: City Mana is Report Emeraency Purchase Order to Realace Electrical Switchaear at Wastewater Plant #1; During coordination with JEA for the replacement of the electrical switchgeaz at Wastewater Plant #1 (1100 Sandpiper Lane), JEA informed the City that the existing contact terminal (CT; the entry box for the lazge power feed wires) can no longer be located inside the building. In addition, the existing pole and transformers are seriously deteriorated. JEA provided the major equipment to replace the pole and transformers with a modern pad mounted transformer and box to include the CT. Our contractors aze required to install the equipment. The work was of an emergency nature, as a portion of the treatment plant was without power until the work could be completed. The amount ofthe purchase order was $15,000. Funds aze available due to two other projects coming in under bid. This is being reported to the Commission because it exceeds the limit for City Manager approval of normal purchases. Cama Out Under the Stars; is scheduled this year for Saturday, February 28`h in Russell Park. The City recreation staff is currently taking reservations at the Adele Grage Cultural Center from 8:00 unti14:00. Campsites aze $10.00 each. Pray for good weather! Skate Into the Future; The Oceanside Rotary Club's fundraising campaign for the skate pazk will be launched on Saturday, February 7`h from 10:00 am to 1:00 pm with a skateboazd exhibition at Russell Pazk. This kick-off event for the fundraising campaign is entitled "Skate Into the Future". Aqua East will be donating the skateboarding equipment for the event. Renourishment; Another meeting of stakeholders involved in the Duval Beach Renourishment Project was held on January 20`" in the Jacksonville Beach City Hall. These meetings have included representatives from the three beach cities, Jacksonville, the Corps of Engineers, Councilman Art Graham and others. Preliminary indications aze that more than enough beach quality sand exists in two sites being studied about seven miles off shore. The U.S. Minerals Management Service is presently studying the area through a contract with the Corps of Engineers. The timing of ongoing work appears to be appropriate for a renourishment construction project in the summer of 2005. One concern expressed at the meeting was for federal funding for the project in FY-O5. The President is not expected to include funding for any beach renourishment projects in the budget that will be presented to Congress within the next few weeks. This in itself is not unusual because Presidents over the last six to eight yeazs have seldom included any funding for beach renourishment in their original budget proposal. In AGENDA ITEM #9 JANUARY 26, 2004 past years, Congress has added monies for the renourishment projects during the budget adoption process. However, there is a growing concern over the size of the national deficit and the resulting difficulties in getting discretionary projects included. Jacksonville staff indicated that they aze working closely with Congressman Crenshaw to get funding included in the federal budget. ParkinE Committee; Chairman Mike Borno of the Joint Town Center Pazking Committee has advised that they aze completing their work and would like to schedule a joint meeting for the elected officials of Atlantic Beach and Neptune Beach to hear the report. It is proposed that this meeting be scheduled in February, although no specific dates have yet been set. Commissioners will be called to check their availability on various dates within the next couple of weeks.
