A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AWARDING BID #1718-03R FOR THE LIFEGUARD TOWER RENOVATION
PROJECT.
WHEREAS, on March 7, 2018, five bids were received and opened for City Bid
#1718-03 for the Lifeguard Tower Renovation Project; and
WHEREAS, lump sum bids received ranged in price from $86,900 to $184,537; and
WHEREAS, E.B. Morris General Contractors submitted the low bid of $86,900 and provided all
required documents in their bid submittal; and
WHEREAS, the project includes enclosing the third floor to make a control room similar to the
existing control room on the second floor. New hurricane -rated windows will be added above the
existing windows on the second floor. Interior walls and the ceiling will be painted sheetrock and
flooring will be sheet vinyl. Electrical work includes lighting and power and new wiring for TV,
communications, data and speakers. Work also includes the installation of a new standing seam metal
roof. The existing building has experienced water intrusion at the roof and around the windows. Work
will include inspection of the existing sheathing and framing to determine the extent of damage,
replacement of damaged wood, and the installation of new weather barrier, insulation and shingles on the
affected structure. The existing windows on the second floor will be replaced with new hurricane -rated
windows. New sheetrock and paint will be installed on the second floor over areas where framing has to
be replaced. Work on the first floor is limited to replacement of the entry door and hardware; and
WHEREAS, the Contractor will be given sixty (60) days to complete the project; and
WHEREAS, the project is funded under account 120-6040-572-6300; project #PM 1805.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby awards Bid #1718-03R for the Lifeguard Tower
Renovation Project to E.B. Morris General Contractors in the amount of $86,900.00 in accordance with the
bid specifications; and
SECTION 2. The City Commission hereby authorizes the City Manager to execute the Contract
with E.B. Morris General Contractors; and
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
