This meeting included a group of women from Ukraine being hosted by GlobalJax, a 501(c)3
nonprofit organization in Jacksonville that acts as a local extension of the US Department of State
for international development and public diplomacy projects. This is part of a project to empower
women to take leadership positions and run for public office. The format of the meeting was
question and answer. There were interpreters with the group.
Mayor Glasser called the meeting to order at 9:02 a.m. and welcomed the visitors to Atlantic
Beach. She introduced herself and the Commissioners present. She gave a brief description of
Atlantic Beach. She also introduced City Clerk Donna Bartle.
Mayor Glasser and Commissioner Kelly explained our local government, notice requirements, and
agendas. Commissioner Waters further explained municipal government in Florida.
The Commission answered questions from the group related to the Commission's role; how
budgets are prepared and approved; taxes and revenue; the City Manager's role, appointment and
authority; selecting a police chief; and the elements of the most recent election, among others.
Each Commissioner explained why they ran for office and discussed women in politics.
Discussion between the two groups ensued.

Mayor Glasser further explained the structure and function of the Commission meetings and the
structure of the departments within the City. Commissioner Waters further explained the process
of Commission meetings as related to the requirements for resolution and ordinance approvals.
Commissioner Kelly explained committees and community/Commission involvement. Further
discussion ensued and the Commission answered additional questions.
Mayor Glasser introduced City Manager Joe Gerrity and Deputy City Manager Kevin Hogencamp
who joined the meeting at 9:50 a.m. They answered questions from the group.
Discussed ensued including social media, non-partisan politics, election cycles. The Commission
concluded by asking questions of the group about their involvement in politics, which were
answered and translated for the Commission. The school shooting in Parkland, Florida was also
discussed.
Following photographs of the group, Mayor Glasser concluded the meeting at 10:29 a.m.
