Item 8D- Resolution No. 18-12CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Purchase one thousand and eleven (1,011) water meters to replace outdated and faulty brass meters throughout the City's Utility Service Area. SUBMITTED BY: Kayle W. Moore, P.E. Public Utilities Director DATE: March 15, 2018 BACKGROUND: The City is currently replacing outdated and inefficient water meters throughout the utility service area with modern, more accurate and efficient Sensus iPERL and Omni meters. To date, the meter change - out program has been performed in-house using utility crew personnel when available. While more than one-half of the legacy utility meters have been changed out, approximately 4,000 old meters still require replacement. Faulty or stuck meters are given priority when change -outs are performed; however, the Distribution and Collection Divisions' workload has increased due to hurricane impacts, service line leaks and residential/commercial construction activities. As a result, the City presently has approximately 1,000 meters that are not properly recording water consumption due to damage, defects or obsolescence. In an effort to replace the faulty water meters in a timelier manner, the Public Utility Department obtained a quote from the City's meter vendor, Sensus for 1,011 new meters (976 3/4 -inch iPERL meters, 24 1 -inch iPERL meters and 11 1.5 -inch Omni meters priced from the Clay County Utility Authority (CCUA) Bid pricing at $103,446.18. Sensus has provided a trade-in allowance for the old brass meters in the amount of $1,967.50, which reduces the total quoted price to $101,478.68. A portion of the faulty meters are covered under warranty polices. As such, Sensus is assisting the City with the change -out of the faulty 3/4 -inch meters at a reduced and highly competitive per -meter cost of $24.67. BUDGET: Funds are available in the FY 17/18 Water Fund — Distribution Division budget to facilitate the purchase and change -out of these meters. The combined total for the purchase of the 1,011 new water meters is $101,478.68. The additional funds to outsource the 3/4 -inch meter change -outs are available in the Distribution Division Operating Budget. ATTACHMENTS: Meter Purchase Price Quote from Sensus. REVIEWED BY CITY MANAGER: RESOLUTION NO. 18-12 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE PUBLIC UTILITIES DEPARTMENT TO PURCHASE SENSUS IPERL WATER METERS TO REPLACE FAULTY METERS IN THE UTILITY SYSTEM. WHEREAS, the Public Utilities Department includes the cost of ongoing legacy meter change-out/replacement in the annual operating budget; and WHEREAS, one thousand and eleven (1,011) new Sensus water meters (976 3/4 -inch meters, 24 1 -inch meters and 11 1.5 -inch meters) are needed to replace existing meters that are not properly recording water consumption due to damage, defects or obsolescence; and VVHEREAS, the new 3/4 -inch, 1 -inch and 1.5 -inch meters are priced from the Clay County Utility Authority (CCUA) Bid pricing at $95.89 ea., $140.80 ea. and $588.94 ea., respectively, and the pricing includes the meter and 6ft touch read cable; and WHEREAS, the total purchase cost for these items includes a trade-in allowance for the old brass meters in the amount of $1,967.50; and WHEREAS, the City will coordinate with Sensus to facilitate the meter change -out activities; WHEREAS, funds are budgeted in the Water Fund — Distribution Division to facilitate the purchase and change -out of these meters. NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows: SECTION 1. The City Commission hereby authorizes the purchase of nine hundred and seventy-six (976) 3/4 -inch iPERL water meters, twenty-four (24) 1 -inch iPERL water meters and eleven (11) 1.5 -inch Omni water meters in the amount of $101,478.68 from Sensus; SECTION 2.
