BACKGROUND: Last year the City Commission appointed a committee, chaired by
Commissioner Waters, to study options for the dirt roads near
Ocean Blvd. and 16°i Street. These roads, DeWees Ave., Coquina
Court and Shell St. have been the subject of controversy for many
years, since most residents in the past did not want paved roads for
fear that the roads would be widened, trees would be lost, curb and
gutter would be constructed and drainage problems would be
worsened.
After several well-attended committee meetings where preliminary
plans were reviewed, a consensus was reached and staff began a
final design to alleviate existing drainage problems, remove only
one tree and maintain the existing roadway widths by using an
inverted crown design. The Coral St. drainage problem was later
added by staff to alleviate the lake that forms by Coral St. and
Beach Ave. since this problem was easily corrected by extending
the new drainage system only 208 LF to this area. Staff saved
approximately $15,000 in consultant fees by preparing the design
in-house.
The bid opening was held on January 15, 2003 and of the six
prequalified bidders, four submitted bids: Milestone-Carlo, R&B
Contracting, Southeast Land Developers, and Waldmg Co. The
' low bidder's bid of $105,588.78 included $95,788.78 for the
project work, which was slightly over the budget of $90,000. The
additional work for Coral Street came to $9,800.00. Considering
the increased cost for a small project and that the estimate was
' made last year, the estimate was very close to the low bid.
' RECOMMENDATION: Award the contract to Southeast Land Developers for $105,788.78.
BUDGET: ~ $90,000 in the % cent sales tax fund, account #131-5002-541-6300,
' with the balance funded by amid-year budget adjustment.
