RE: Unopened Portions of Church Road in Atlantic Beach and Jacksonville
Dear Mr. Mousa;
The Mayor and Commission of the City of Atlantic Beach have asked that I contact the City of
Jacksonville for concurrence and possible financial support to open the last portion of Church
Road.
Church Road begins at Mayport Road and extends west to the intersection of Mealy Street. The
center line of Church Road is the city limits line between the Cities of Jacksonville and Atlantic
Beach. Both cities own the right-of-way to extend Church Road further to the west to connect
with Dutton Road which extends westerly from that point to Dutton Island and the Centex
property. You may recall that the Cities of Jacksonville and Atlantic Beach participated jointly in
the purchase of both parcels and are developing the area as a nature preserve. The extension of
Church Road to the west for a distance of less than one block to connect with Dutton Road
would give motorists a direct route to Dutton Island. Presently, it is difficult for users to get to
the island. They must travel from Church Road south on Mealy Street,west on Stuart Street,
north on Main Street and back to the west on Dutton Road. Public access to the park is limited
and difficult using the present route. Attached for your information are three drawings:

- Map showing larger area with Mayport Road on the east and Dutton Island on the west
An engineer working on behalf of a previous developer of the Centex property estimated the cost
of the Church Road extension prior to the Cities of Jacksonville and Atlantic Beach acquiring this

property in connection with the Dutton development. He recently updated his estimate which
now equals $81,730.00. A copy of the"preliminary estimate for Church Road" dated 11/7/00 is
also attached.
This letter is a request that the City of Jacksonville support the extension of Church Road as
described above and agree to share in the cost on an equal basis with Atlantic Beach. The right-
of-way line between the two cities is in the center of the street and the street will serve as the
main access point for the Dutton and Centex properties which are jointly owned and being jointly
developed by Atlantic Beach and Jacksonville.
