AGENDA ITEM: Resolution No. 18-15 accepting the contribution of a pergola at
Tideviews Preserve and agreeing to fund the concrete base
component of the project at a cost not to exceed $1,500.

SUMMARY: John November, executive director of the Public Trust Environmental Legal
Institute of Florida, is proposing that a pergola be constructed at Tideviews Preserve. The
gazebo -like structure was designed by a local artist, would be donated, and is a tribute to the
former property owner. Mr. November said the pergola's proposed location was chosen to
maximize marsh views while minimizing visual impact to neighboring property owners.
The pergola would be built atop a concrete base and have furnishings. Mr. November says the
$3,500 needed for the project's construction (other than the concrete base) has been raised
through private donations. Mr. November is asking that the City of Atlantic Beach fund the
concrete base, which is estimated to cost about $1,000. (The proposed resolution has a not -to -
exceed amount of $1,500.)
Mr. November presented the project idea to the Environmental Stewardship Committee on
Feb. 13, 2018. After discussing public concerns that have been raised about the pergola project,
the committee unanimously voted to request that City staff get public input on the project.
Input was solicited on the COAB website, in the COAB e -newsletter, on Facebook, and during a
March 6 informational meeting. Written input was requested by March 12. Of the 29 written
responses the City received, 25 supported the project, two opposed it, and two were neutral.
Many of those people favoring the project and both of the people expressing opposition to the
project live near Tideviews Preserve.
At its March 13, 2018 meeting, the Environmental Stewardship Committee unanimously voted
to recommend that the City proceed with the pergola project as planned.
Moving forward, the City Commission's prospective courses of action include:
0 Approving the project and funding the concrete base.
• Approving the project and not funding the concrete base, leaving that component of the
project to the donors.
• Not approving the project.

RESOLUTION NO. 18-15
A RESOLUTION OF THE CITY OF ATLANTIC BEACH ACCEPTING A DONATED
PERGOLA AT TIDEVIEWS PRESERVE; APPROPRIATING AN AMOUNT NOT TO
EXCEEED $1,500 FROM THE PUBLIC WORKS DEPARTMENT PARKS ACCOUNT
FOR THE PURPOSE OF CONSTRUCTING A CONCRETE BASE FOR THE PERGOLA;
AUTHORIZING THE CITY MANAGER TO EXECUTE ANY CONTRACTS AS
NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, John November, executive director of the Public Trust Environmental Legal Institute of
Florida, is proposing that a pergola be constructed at Tideviews Preserve;
WHEREAS, the proposed pergola project is a gazebo -like structure was designed by a local artist and
would be a tribute to the former property owners, the Bennett family;
WHEREAS, it is proposed that the City of Atlantic Beach fund the pergola's concrete base, which is
estimated to cost about $1,000 and shall not exceed $1,500;
WHEREAS, at its March 13, 2018 meeting, the Environmental Stewardship Committee unanimously voted
to recommend that the City of Atlantic Beach accept the pergola at Tideviews Preserve; and
WHEREAS, the use of the Public Works Street Parks Account (an amount not to exceed $1,500) and is
appropriate for this purpose.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows:
SECTION 1. The City Commission hereby agrees to accept the donation of a pergola at Tideviews
Preserve.
SECTION 2. The City Commission hereby appropriates an amount not to exceed $1,500 from the Public
Works Department Parks Account for this purpose.
SECTION 3. The City Manager is hereby authorized to execute the contract(s) and such purchase order(s)
in accordance with and as necessary to effectuate the provisions of this Resolution.
SECTION 4. This Resolution shall take effect immediately upon its passage and adoption.

Re: Public input on proposed Tideviews pergola
PROJECT SUMMARY
John November, executive director of the Public Trust Environmental Legal Institute of Florida,
is proposing that a pergola be constructed at Tideviews Preserve in honor of the Bennett family,
which donated the preserve property to the City of Atlantic Beach.
The proposed pergola project is a gazebo -like structure, built atop a concrete base, with
furnishings. Mr. November says the project's $3,500 cost has been raised through private
donations. It is undetermined how the pergola's concrete base would be funded.
This report is to follow up on the Environmental Stewardship Committee's request that COAB
staff solicit public feedback on the proposed Tideviews pergola.
Input was solicited on the COAB website, in the COAB e -newsletter, on Facebook, and during a
March 6 informational meeting. In its published notice, staff asked that written input be
emailed to the City by March 12. A notice was sent to the Beaches Leader, but it was not
published.
PUBLIC FEEDBACK
Here are the comments received:
Gary Crumley, landscape project involved with the project: Supports the project.
Rick Carper, Atlantic Beach: Do not do this "on the cheap". Please ensure we get a structure is
very presentable and that it will last, with minimal maintenance. Also. structure should be
placed at or near the north or south boundary to minimize any obstruction to the view.
Michael Hoffman, neighboring resident: I like the pergola design as sculpture, and the location
should be good for sunsets. But, it still hasn't been demonstrated that this design will provide
shade against the sun. Couldn't tell from the photo, but I assume it rests on a concrete base?
Since the proposed pergola is open to the weather, why not substitute a permeable material
for non -permeable concrete. It will cost more but is better stewardship.
Amanda and Kevin McLaughlin, 272 Camelia St.: Thank you very much for considering our
input on the proposed pergola in Tideviews. We live on Camelia Street and our family likes the
park as it is now without the pergola. It is so nice to walk or drive by and see the beautiful,
unobstructed view of the trees and the sky, especially at sunset. Our opinion is that the park is
fine with no pergola.

art piece, I would not worry about a roof. Who would tend the jasmine if added to the aesthetic
structure? I would recommend a nature stain.
