Exh 8AAGENDA ITE1v1 #8A JANUARY 27, 2003 CITY OF ATLANTIC BEACH CITY COMMISSION MEETING STAFF REPORT AGENDA ITEM: Howell Park Well Abandonment SUBMITTED BY: Donna ICaluzniak, CEP, Utility Director Timmy Johnson, Parks and Recreation Director DATE: January 21, 2003 BACKGROUND: The City's new Consumptive Use Permit (CUP) from the St. Johns River Water Management District includes a condition that "within 6 months of permit issue (by May 12, 2003), the permittee must have ceased using and abandoned" the Howell Park well. The City will be allowed to replace the existing deep well with an intermediate aquifer well to augment the Howell Park pond, with a maximum withdrawal of 15 million gallons per year. If the City desires to construct an intermediate aquifer well, permit constraints will require some additional work in order to use the well once it is constructed. A permanent calibrated staff gauge must be installed in the impounded area, with elevations permanently marked in 1/10-foot increments. Afloat switch must be installed on the well pump to keep the water level in the pond level between the elevations of 3.00 feet and 5.00 feet. Water from the pond must not discharge into the lagoon, therefore the headwall will need rehabilitation. The well abandonment must be completed in order to meet the CUP requirements. However, the replacement well, including the staff gauge and headwall rehabilitation is an option for the City rather than a mandate. BUDGET: Funding for the well replacement was requested as a project for the half-cent sales tax, however, no funds were approved in the budget. Therefore, any items authorized will require amid-year budget modification to add funds to account number 001-6020-572-6300. RECOMMENDATION: Authorize W. Earl Floyd & Son, Inc, to abandon the existing well at a cost of $10,500, and authorize the mid-year budget modification. Provide direction to staff regarding the construction of the Intermediate Aquifer replacement well, headwall improvements and staff gauge installation. ' ATTACHMENTS: REVIEWED BY CITY MANAGE 1
