BACKGROUND: The City Commission awarded design and construction of a Supervisory
' Control and Data Acquisition (SCADA) system for water and wastewater treatment facilities to
Control Design, Inc. in July, 2002. The SCADA system, as proposed, will allow for remote
monitoring and some control over five of the City's treatment facilities: Wastewater Plant #1
' (1100 Sandpiper Lane), Wastewater Plant #2 (739 Wonderwood Road), Water Plant #1 (469 11`''
St.), Water Plant #2 (2301 Mayport Road) and Water Plant #3 (902 Assisi Lane). Project design
is nearing completion, and the contractor has begun installation of the antennas.
Originally, this system was limited in scope to providing monitoring and control for the treatment
facilities as noted above. However, further research by City staff and our contractor has
determined the City might realize future cost savings by modifying the original system design.
Upgrading the specified radios would allow the City to eliminate several existing frame relay
t connections between remote facilities and City HaII, which would eliminate their future costs. In
addition, the upgraded radios will provide much faster connectivity between the City's central
network and the remote locations at Public Works, the water and sewer treatment plants, and
Parks and Recreation Department. This would also require a change to the antennas and
programmable logic controllers to allow compatibility with the radios.
t The upgrade also provides future possibilities of using the improved radio system for the police
laptops to communicate with the City network, for security cameras at the City parks, and other
potential uses.
BUDGET: The contract was awarded in the amount of $92,174.00. The upgrade will require
additional costs for upgraded radios, as well as the cost to supply new or enhanced programmable
logic controllers. The additional cost is $27,610. Cost savings will not begin until the contract
with BellSouth expires next year, but the cost savings beginning at that time will be $22,000 per
' year for the frame relay connections. The additional $27,610 will require amid-year budget
modification from the water and sewer fund.
' _ RECOMMENDATION: Authorize a change order to the contract with Control Design, Inc. in
the amount of $27,610 to upgrade the SCADA system.
