CITY OF ATLANTIC BEACH
CITY COMMISSIONER MEETING
STAFF REPORT
ACTION REQUESTED: Approve continuation of contract with Labor Line to provide
Temporary Employees for the City for an additional twelve
(12) months.
SUBMITTED BY: Donna L. Bussey, Human Resource Assistant
DATE: February 3, 2003
BACKGROUND: There is often a need for a temporary employee to fill in for
employees that maybe out due to medical reasons, to fill in
for a vacant position while it is being filled, or to perform
special projects.
We previously bid these services and seven (7) temporary
agencies responded to the bid. Using "weighted" total cost
figures for four most commonly used categories, Labor Line
was awarded the contract.
Prior to utilizing a temporary employee, the Department
Head must submit a written request. The Finance Director
verifies funding is available and the City Manager approves
or disapproves the request.
During the last twelve (12) months, Labor Line was utilized
for a total of two hundred (200) hours.
BUDGET: There are no funds budgeted. Funding is normally from the
salary account of the vacant position for which the temporary
is being utilized. Labor Line has agreed to continue the
contract for another year with no increase to the hourly bill
rates.
RECOMMENDATION: Recommend that the City Commission approve the
continuation of contract with Labor Line for an additional
twelve (12) months.
