Proclamation in Recognition of Revive Civility Month Mayor Glasser announced there are two Proclamations. The first being Proclamation in Recognition of Revive Civility Month. Commissioner Kelly provided background for the Proclamation. Commissioner Kelly spoke in recognition of Revive Civility Month and stated that the interest comes from the National Institute for Civil Discoui73e bayed vut of the Univer3.,ty of Aii/-'L/Co-amil3sionel: Kelly spoke about taking the pledge to enhance civil discourse in the political arena, bringing varying points of view together and engaging in respectful and civil conversations. B. Proclamation in Recognition of Water Conversation IDlvnth Mayor Glasser read the Proclamation into the record and presented it to Carol Barber trom Palms Presbyterian Church. Lommissioner Stinson addressed mayor Glasser with a special request to allow Jacksonville City Councilman, Bill Gulliford, to speak tirst. Mayor Glasser asked if there were any objections to this request. There were none. Sally Clemens spoke about the Lity improving communications with its citizens and suggested ideas utilizing the laity website, laity Manager Meetings, laity manager email updates, and monthly utility bills. Uity Ntanager Reports A. laity Manager's (CM) Keport CM Geiiity :cpoi-tcd ihc City imcivcd a $30,000 Grant from the Coastal Initiative Program to go toward the 10`h Street Beach walkover. CM Gerrity also announced the laity received notitication about the one-third tunding match for the Septic to Sewer conversion from St. J oh -ns Water Management Environmental Grant. 1 his will convert 14 to 16 Irs-LUri,crs trom 3rpiic in 3Cwe, service. lave Gerrity spoke about the increase in new home construction. He explained the Building Department is selt-sustaining, tax dollars are not used to support that department, and everyone is paid with the money collected trom building tees. Mayor Glasser suggested taking up the issue toward the end of thr mccimg. CM Gerrity distributed a handout regarding a parcel for sale. The funding for the purchase of the pmperty will conic out of the designated $250,000 in the budget for local drainage improvements. CM Gerrity, asked for permission from the Conuu133ivu to proceed into a contract with the seller of the property. Mayor Glasser asked the price of the property. CM Gerrity stated the price is $62,SUU and the appraised value iL, $100;000. Conseusus from thr Commission was to allow CM Gerrity to come back with a resolution contract to purchase the property. B. Commissioner Morris Addressed the Commission on the Revised Civility Month and suggested the Commission sign th,- rledge together at the next meeting. Invited all to a presentation on Manhattan Bach, Florida, by Brittaay Cohill of "l he Beaches Museum and History Park, at 6:30 p.m. on Friday April 13, 2018 at the Gail Baker Ccntc,. Commissioner Stinson = Addressed the Commission about the parking issues on Beach Avenue and the importance of the Commission addressing the issue. Commissioner Kelly Shared her experience on judging the Fletcher High School Marine Science students and learning about growing sea oats faster, beach trash analysis, and measuring the health of our water system. Reminded everyone about Arts in The Parkin Johansen Park on April 217 2018. • Reminded all that sea turtle season is coming up in May. mayor Gasser • Commended Commissioner Stinson for his service on the Parking and Pedestrian Salety Advisory Rc3ourec Couuulttee. • Spoke about Atlantic Beach Cares, which allows donations to be made on utility bills to help others in the community that are struggling. She provided forms for all who wanted to sign up for this program. • Announced the Community Uutreach Session this week at the Gail Baker (;enter and a Workshop Meeting to be held afterward. • Spoke about the State Legislation on Customary use xelative to rublic Beaches and the impact on Atlantic Beach. He stated that, as requested, "All _public hearings shall be after 5:00 pm," was added, also that maller5 will be required for all notices for all public hearings, and that every Urdinance requires two public hearings at the Commission level. Commissioner waters commented that the lack of comment at this public hearing shows that the Cc3l�,,j.,i55ion has now balanced the citizens' concerns and the City's needs in terms of modernizing signage and advertising. Mayor Ulasser thanked City Attorney Durden for getting involved in this issue and handling it so efficiently. Chief Cook • Spoke about their formalized volunteer program, and that currently 19 volunteers have received some level of training and are volunteering in various areas, including enforcing illegally parked April 9, 2016 REGULAR UUMMISSIU-N Mhh11NG carte. utvt Gerrity Addressed the Cciiimi,,sicn regarding his request for a new position in the Uity's building Department due to the increase iii permits being issued, the revenue that is being generated, the loss of one employee, and the potential loss of another ciiiployec in this department to Uode Bntorcement. um Gerrity went on to state that he has not been enthusiastic about hiring a Receptionist because most of the calls are directed at Uommunity Development and they have to be 7cterred back there anyway. He iterated that this position will not be funded by tax dollars, instead it will be funded by icveiiue generated by the Building Department. Discussion ensued about whether the building trend will continue, eliminating the position it the large number of permits discontinue, expectations of tilling vacancies in the City, the role of this new position, types of phone calls coming in, the time it takes to get a permit, and whether the position could be filled by a contract worker. Mr. Gen-ity clarified that he does not feel comfortable adding a new positiriii without asking the Commission. Commissioner Stiii3cn quc3ticned whether tormal action can be taken since the item was not on the agenda. Mayor Glasser suggested possibly putting it on the neAt agenda. Mr. Gerrity clarified that he was just looking for consensus. They e vvas consensus from the Commission to allow Mr. Gerrity to add a new position in the Building Deem Liiinay. Mayor Glasser requested that Mr. Gerrity let the Uommission know how he decides to go with filling the position; regular vs. romract employee. Mr. Gerrity agreed to tollow up and stated he will ask the Building Official what his preference is. Commissioner Kelly Asked about the decision on funding the Dancin' in the Street police. CM Gerrity reported that some funding may come from the rolice Overtime Budget but not the total $8,200 re,.luestea. He believed that Town Uenter should share some of the cost and that was how he left it. Mr. Gerrity agreed to report back it anything changes.
