MEMORANDUM

Beach Renourishment; A meeting was held on February 12, 2003 on beach
renourishment with the Corps of Engineers, representatives from the Cities of
Jacksonville, Jacksonville Beach and Atlantic Beach and others. The purpose was to
discuss the remediation of poor materials that had been placed in Jacksonville Beach and
quality control measures to ensure that new materials being placed both in Jacksonville
Beach and Atlantic Beach would meet "beach sand" criteria. The Corps of Engineers
outlined plans to bring in a contractor with specialized equipment to remove
approximately 50,000 cubic yards of shell from Jacksonville Beach. They plan to
complete the work by April 1 ~. They also outlined plans to obtain new material for the
beach renourishment by taking only the top layer of sand from the river dredging project
rather than using the materials removed to the full depth of the deepening project. This
should provide for proper beach quality sand. However, another question has come up as
to whether there is enough of this sand to complete the renourishment project. Testing
will be done on a new dredging process during the week of February 17th to February 21St
and is incomplete as of the writing of this report. The Corps also outlined plans for a
more complete inspection process while materials are being pumped onto the beach. The
City of Jacksonville also agreed to put a quality control inspector on the beach during the
pumping process.
It was the general feeling by parties in the meeting that proper steps were being
considered to remove the unacceptable material and ensure that the new sand will met
beach quality standards. However, several remaining questions must be resolved. Those
pertaining to Atlantic Beach include whether or not the new process for dredging will
produce proper quality sand for the beach, whether there will be enough sand, and how to
work together with all the involved parties to obtain future sources of beach quality sand.
The Corps of Engineers has been invited to attend the City Commission meeting on
February 24th to outline what steps they are taking to get proper sand placed on our beach
and answer any other questions.
Sign Regulations; At the last city commission meeting, staffwas requested to prepare an
ordinance to amend the City's sign regulations by adding a provision that existing, non-
conforming signs must be brought into compliance within a ten year period. Staff is

preparing the ordinance which should be ready for the Commission's consideration as a
first reading at the next meeting on March 10, 2003.
Fill on Lot on 19th Street; A question was raised about the amount of fill being brought
in by a contractor in connection with a new home construction on 19th Street. This lot
was checked by the Public Works Director and found to be in compliance with the
approved lot-grading plan. Most of the dirt will be used to fill in under the foundation of
the house. As the work progresses, City staff will continue to inspect to see that the
project does not create adverse impacts on the neighbors.
