~o91691 SECRETARY OF THE COUNC6L CFTY OF JACKSONVILLE, FLA. 1 Olntroduced by Council Member Gulliford: l 2 • Incorporated into and made a p' rt 3 RESOLUTION 2015-641 of the Journal of th€Coun U 4 A RESOLUTION SUPPORTING ATLANTIC BEACH, 5 FLORIDA' S QUEST FOR A ZIP CODE BOUNDARY REVIEW 6 BY THE UNITED STATES POSTAL SERVICE TO CHANGE 7 THE LAST LINE OF THE ADDRESS FROM ATLANTIC 8 BEACH TO JACKSONVILLE FOR PROPERTIES WHICH ARE 9 NOT WITHIN THE CITY OF ATLANTIC BEACH; . 10 PROVIDING AN EFFECTIVE DATE. 11 12 WHEREAS, the Zip Code system for identifying locations was 13 created in the 1960s and is often found to be misaligned with 14 municipal boundaries; and 15 WHEREAS, Zip Codes are based on the location of delivery post 16 offices and often do not correspond to municipal jurisdiction 17 boundaries . Currently, some citizens in Jacksonville, Florida 18 receive their mail from a post office in Atlantic Beach, and their 19 mailing address reflects the name and Zip Code of this post office 20 rather than the jurisdiction where they actually live; and .21 WHEREAS, citizens become frustrated when they contact the 22 City of Atlantic Beach to request police services in a time of 23 crisis only to find out they are calling the wrong City. There is 24 also confusion when citizens try to report code enforcement 25 violations within their neighborhood and are told that they are not 26 in Atlantic Beach' s jurisdiction and must contact the City of 27 Jacksonville to file a complaint; and 28 WHEREAS, it is often very difficult for Atlantic Beach staff 29 members to explain to contractors submitting applications for 30 building permits that although the property has a Atlantic Beach 31 address and Zip Code, the approval authority is the City of 1 Jacksonville; and 2 WHEREAS, municipalities using the same Zip Code for non- 3 postal purposes has exacerbated problems for citizens who have a 4 mailing address that does not match their actual City of residence; 5 now therefore 6 BE IT RESOLVED by the Council of the City of Jacksonville : 7 Section 1 . The City Council of the City of Jacksonville 8 supports the efforts of the City of Atlantic Beach' s request that a 9 Zip Code Boundary Review by the United States Postal Service change 10 the last line of the address from Atlantic Beach to Jacksonville 11 for properties which are not within the City limits of Atlantic 12 Beach. 13 Section 2 . Effective Date.
