WHEREAS, on July 8, 2002 the City Commission adot,tod Ro5olution 02 -ti cleating a

WHEREAS, both the orisinal Resolution and rho a111011d111011t i11C1ude8 a lequi.ement that one of
tho 111o...bulb of the Co ittee shall either be a member of the Atlantic Beach Teen Council or an adult
advisor to same, and
WHEREAS, the Atlantic Beach Teen Council has disbanded and the Committee needs to have
nine members to function effectively,
NOW inn REFORE BE IT RESOLVED, by the City Commission, City of Atlantic Beach
as follows;
Section 1. That Section 1 of Resolution 03-05 be amended by striking the last sentence so that the
revised Section shall read as follows;
There shall be a total of nine (9) members appointed by the Mayor and Commission. Members

AMENDING THE 1 EKMS OF OFFICE FOR MEMBERS Of 1 HE
CULTURAL AKIS AND RECREATION ADVISORY CUMMIIILt.

WHEKEAS, on July 8, 2002 the City Commission adopted Resolution 02-13 creating a
Cultural Arts and Recreation Advisory Committee which included a provision limiting the maximum
number of consecutive terms that any appointee may serve, and
WHEREAS, the city commission has expressed a desire tor appointments to city boards acrd
committees to have uniturm teras and teem limits so that all members will be appointed for twe-year
terms and that there will be a maximum of tour consecutive terms.
NU W THEREFORE BE 1'1 RESOLVED, by the city Couuuissiun, City of Atlantic Beach
as follows;

to attend (3) wnsecutive meetings without cause shall have his office declared vacant unless
the member's absence is excused by a majority of the board members, and the city commission
shall promptly fill such vacancy. A member may choose to resign from the committee at any
time by giving written notice to the City Clerk. Une member of the committee shall either be a
member of the Atlantic Beach 1 een Council or an adult advisor to sari.

WHEREAS, on January z2, 1990, the City Commission adopted
Resolution 90-2 creating the Recreation Advisory Board, which
resolution was subsequently amended by Resolution 91-35 (reduced
the numner of members), and by Resolution 94-5 (increased the
numner of members), and
wtiiREAS, on MaLch 14, 1994, the City Commission adopted
Resolution 94-10 creating the Arts and entertainment Advisory
board, which resolution was subsequently amended by Resolution 94-
13 (increased the number of membeLs), resolution 95-15 (changed
named to cultural arts Board), Resolution 96-21 (reduced the number
of members and changed length or terms of service), and Resolution
01-08 (chanyed length of terms of service and limited time any
person could Service as chairman), and
WHExt, the City ColLLL«ission deems it to ne in the best
interests of the citizens of atlantic Beach if the Recreation
Advisory heard and the Cultural arts Board are combined into one
committee to be known as the cultural Arts and recreation
Committee.
NUw THEREFORE, be it resolved by the City Commission of the
City of atlantic Beach as follows:
5t;CwION 1. All previous legislation providing for the creation
and conduct of the Recreation advisory Board and the Cultural Arts
BoaLd is hereby rescinded.
SECTION 2. CLeation: There is hereby created and established

SECTION j. purpose: The purpose of the Cultural Arts and
recreation AdvisoLy committee is to propose, plan, promote and
review artistic, recreational and cultuLal programs, exhibits and
projects foL the citizens of Atlantic beach. The Committee is
advisory and exists for the purp 5e of making recommendations to
the City Commission regarding the most efficient and effective ways
to Spend limited tax aollar5 for the maximum benefit of the
community_ The Committee shall propose a diverse variety of
programs to benefit citizell in all areas of Atlantic beach and may
participate in a variety or ways to make the events happen after
approval by tne City CvuLLulsslon and coordination with City Staff.
SY;CT1VN 4. Membership: There will be a total of nine (9)
members appointed by the Mayor and Commission. Members must be
residents of Atlantic Beach. The terms of membership will be foL
two years with a maximum of two consecutive teL1«s. The initial
appointments Will De foL staygeLed teLms so that five members will
serve full two year terms and the remaining four members will serve
one-year terms. Members will be automatically removed from the
Committee if they miss three consecutive meetings unless their
absence is excused by the Chairman. A member can choose to resign
from the Committee at any time by giving written notice to tne City

SECTION 5. Duties and Responsibilities
(a) Develop plans, promote and support programs and
projects to bring the benefits of art and recreation to the
citi,ens or Atlantic beacn
(b) create and utilize a committee structure to make
effective use of the scarce and valuable time of Committee members.
(c) Recommend an ongoing calendar of special events for
the City of Atlantic Beach.
(d) submit a recommende8 cuuluetl budyet foL support or
arts and recreation through events vL pLojects roL cunsideLation of
the City commission.
(e) Evaluate and advise the City on the effectiveness of
progral«s and projects that are ongoing or completed to help plan
foL future events.
(1) Evaluate and make Lecommendations to the City on
special assignments or requests maae by the City Commission or City
Manager.
(g) Help plan or evaluate plans for nww 1.acl.eatiou
facilities if requested by the Mayor and Commission or City NangeL .
(h) Utilize guidelines adopted by the City Commission
foL evaluation of requests for City funds.
(i) Evaluate requests f�, City ruuMuy ror special
events, art projects and recreation programs and make
recommendations to the City Commission as to which are most
appLopl_iate ror funding given budget constraints and the best value
for city funds.

(j) Volunteer wo.i.k from Committee memoeLs to plan and
put on events is encouraged ana should be coordinated with staff at
all phases.
(k) Reporti.ag of activities will be made to the
Lvuuuission on a monthly basis through written staff reports and
presentations to the Commission at least twice yearly (one of these
during the budget reparation process).

SEuTION 6. Commission Liaioci,: The Mayor shall designate one
City Commissioner to serve as liaison to the Cultural Arts and
recreation Advisory Committee.
SECTION 7. City Staff Liaison
(a) Staff will be assigned by the City Manger to
provide technical and adminitrative support. Staff will assist in
preparing budgets, minute of meetings and other administrative and
technical services as seeded.
(b) Staff will be responsible zoo the collection and
expenditure of any City funds in accordance with purchasing
guidelines .
SECTION 8. Organization or Officers: The Committee shall rave
the authority to organize themselves and appoint a chairman, vice
chairman, and any other ofriceLs they deem advisable. The
Committee may draft rules to govern the conduct of their business,
which shall be approved by tnie City ColUL«i5sion.
SECTION 9_ Liability to City; The City Commission shall
consider recommendations for ruiidilig of events proposed by the
Committee, but nothing in this resolution or otherwise shall ne
construed as authorizing empowering the Committee to impose any
liability of any nature, financial or otherwise, upon the City,
without City approval.
