Relocation, Installation and Coating of Elevated Storage
Tank at Water Plant 2

BACKGROUND: On Monday, March 10, 2003, the City Commission awarded
the contract for the Relocation, Installation and Coating of Elevated Storage Tank
at Water Plant 2 to Gruhn May, Inc.
Approval for the yard piping, electrical and construction inspection services for
the project was requested during the verbal staffrecommendation. Although the
vendors and amounts for these services were included in the written staff report, a
specific request for the amount and a recommendation to waive the formal
bidding procedures was not included.
We are requesting this waiver in order to expedite the project, as the tank owner
originally requested the tank be removed from his property by early January, and
has already been very patient in awaiting the re-bid of the project.
Regarding the construction inspection, HGTI has been active in this project from
the beginning, including performing the inspection of the tank prior to bidding the
project and preparing specifications for the project. In addition, they have
performed all of the City's tank inspection work for many years. Staff has been
pleased with their service, and their costs are typically about 30 - 35% below
competing vendors.The cost proposal for this work is 5% of the tank relocation,
construction and coating, or $16,850.
We requested quotes from our existing annual contractors, Gruhn May, Inc. and
Brooks Limbaugh Electrical, for the yard piping and electrical installation. The
yard piping cost is $26,830 and the electrical is $10,000. These costs are based on
the annual contractors' existing bid rates for labor, equipment and overhead.
BUDGET: Funds for the construction inspection work can come from the
Water Treatment Fund, Account No. 400-5502-533-3100 where there is $20,000
budgeted for miscellaneous professional services.
Funds for the yard piping and electrical work totaling $36,830 will be transferred
from the Water Fund during amid-year budget modification. These funds were

included in the total project amount discussed during the verbal staffreport to the
Commission on March 10, 2003.
RECOMMENDATION: Award a contract for the Construction Inspection
services for the Relocation, Installation and Coating of Elevated Storage Tank at
Water Plant 2 to HGTI in the amount of $16,850. Authorize installation of the
yard piping for Gruhn May, Inc. in the amount of $26,830 and electrical work for
Brooks Limbaugh for $10,000 and and waive the formal bidding procedures in
order to expedite completion of the project.
