Twice Per Week Trash Collection

BACKGROUND: The possibility of reinstituting the twice per week trash collection has been
discussed several times over the last couple of years. When the City re-bid
the waste hauling contract and switched to BFI a couple of years ago, bids
were received both for twice/ week and once/ week trash collection. The
City Commission chose to go with the once/ week trash collection because it
saved over $100,000 per year and allowed the City to maintain the current
monthly sanitation fees without an increase.
Most recently Staff was asked to check with BFI to determine if the City
could contract for two times/ week trash collection during the heaviest trash
months of the year only, and if so at what cost. BFI has responded that they
can switch to the two times/ week trash collection during only the busiest
months for a cost of $2.00 per unit per month which would be about $9,400
per month. The City's heaviest months for trash collection are March, April,
May, September and October. See the attached summary of yard waste
collections from 1998 to present for average amounts collected.
If the City wished to contract for the extra service, BFI will need several
months of notice so as to have equipment and manpower ready.
BUDGET: The current budget for the waste management contract is $853,000/
year. Adding the extra yard trash collection for five months would cost
$47,000/ year; a 5 '/z % increase.
RECOMMENDATION: The best time for the Commission to make major financial decisions is during
the budget deliberations, unless the item is of an emergency nature. That way,
the effect on the fund balance and long-term projections can be considered.
Staff is putting together our budget recommendations now and will present
them to the Commission for review by August. That would be the best time
to make a decision on upgrading the City's waste collection and hauling
service.
