RESUBMITTED BY: Dezmond Waters L'ity Commissioner BACKGROUND: The Code Enforcement Board has provided several ordinances,from various cities throughout Florida. It appears that an ordinance can be developed to address the accountability, monitoring and inspection of rental properties. It is a tool that can be used to supplement the existing ordinances of the City of Atlantic Beach. It would also provide a structure whereby absentee landlords, absentee homeowners and investors could beheld accountable for the condition of their properties (inside and outsidej. It would also aid the Code Enforcement Officers, Police Department, and Building Officials in the performance of their duties-especially where ita~Fects,tti~ safety and welfare of residents of Atlantic Beach. REASON FOR RESUBMITTEL: I was absent from the April 14th meeting when Mike Borno first ntroilucQd he reco~ntnQndaton and I fQQI that it foiled to gPt a snrond bQCause I was abcQnt and I think this matter deserves serioc~.s consideration. RECOMMENDATION: Task the City Attorney to provide in writing a summary of existing Florida ordinances that cover one or more of the areas of regulation, monitoring, and inspection of rental properties; and let him make the Commission aware of the least intrusive way to proceed; and then present the Commission with a detailed plan with which to create a legal, stand-up-in-court ordinance that speaks 1. to the general welfare of the city and its neighborhoods and 2. to the safety and well being of those Atlantic Beach residents who rent. It is requested that the written report with recommendations be provided the Commission by the August 25th Commission Meeting.
