BACKGROUND:
The application process has begun for the 2003-04 cycle of the Edward Byrne State and
Local Law Enforcement Assistance Formula Grants. A public hearing was held on April
25, 2003, and the Atlantic Beach Police Department presented a "pre-application"
proposal. The proposal was accepted and approved for Byrne Grant funding for 2003-04.
However, the formal application process is now required at the state level, and it requires
approval from the City Commission, and authorization for the Mayor to sign the related
paperwork.
The Police Department proposal was to help fund the creation of a Crime Suppression
Unit, consistent with the Police Department presentation to the Commission at the
Strategic Planning Meetings. The following language is an excerpt from the grant
proposal:
"The proposed project is the creation of a Crime Suppression Unit in Atlantic Beach.
The purpose of the unit will be to provide a directed response to high crime neighborhood
problems and to improve the quality of life for local citizens. This will include a number
of Community Policing strategies including crime prevention (neighborhood watch,
crime prevention through environmental design, community partnerships), directed law
enforcement activities (reverse stings, task force operations with other agencies, foot and
bicycle patrols), and problem solving (fire and code enforcement, coordination with HUD
and Habitat for Humanity, community recreation centers, drug education and resistance
programs for high risk youth). Measurable outcomes include citizens surveys relative to
quality of life and crime issues, complaint/resolution tracking, arrests, and seizures of
contraband, guns, and assets."
The Police Department requested a total of $120,000 to cover the salaries of three (3)
officers who would be added to the Police Department staffing. The $120,000 would be
comprised of $90,000 Bryne Grant funding, and a $30,000 match from Atlantic Beach.
Byrne Grant funding may be committed to multi-year projects, up to four (4) years,
assuming that the Federal Government continues to include the Bryne Grant in their
annual budget.

It is possible that additional funding for expenses related to the Crime Suppression Unit
will be forthcoming. However, the funding cycle for the additional funds will be
submitted in June or July.
BUDGET: The application for this funding requires a commitment of $30,000
matching funds for 2003-04. This funding can come from contraband/forfeiture funds or
the general fund, depending on the 2003-04 budget. The grant award will be for $90,000
in federal funds to pay for the salaries and benefits for three (3) additional police officers.
RECOMMENDATIONS: To authorize the Mayor to sign all associated paperwork for
the application and administration of the 2003-04 Atlantic Beach share of the Edward
Byrne State and Local Law Enforcement Assistance Formula Grant.
