Certification of Board Actions to the City Manager
DATE OF COMMUNITY DEVELOPMENT BOARD MEETING: May 15, 2018
At the May 15, 2018 Community Development Board (CDB) meeting, board members discussed the role
and performance of alternate members. Section 14-17 states that "The community development board
shall consist of seven (7) members and two (2) alternate members appointed by the city commission,
none of whom shall hold any otherpublic office or position in the city, all of whom shall be bona fie
residents of the city, and where practical each shall possess some special skill or knowledge which
would assist them in the discharge of their responsibilities under this article. Alternate members shall
be allowed to vote and participate in CDB business subject to the requirements of this section and
when called upon by the chair to participate in order to ensure a quorum."
The role of alternate members is to ensure that no meeting will be canceled for failure to have a quorum.
However, regular members believe alternate members do not perform well and would like to have therm
removed from future appointments. Their discussion focused on the technical nature of the CDB
applications which males it difficult for alternate board members to stay engaged. Typically, alternate
members stop attending meetings when they are not utilized for several meetings in a row. When
alternate members are used, they tend to ask basic questions and slow meetings down. Finally, only
members who stay engaged with the subject matter should be allowed to vote on important land use
issues. Therefore, the CDB voted unanimously to recommend removing alternate board members from
future appointments.
