SUBMITTED BY: Dan Arlington, Building Official DATE: Junc 1, 2018 SUMMARY: FEMA is updating the Flood Insurance Study (.FIS) and Flood Insurance Rate Maps (FIRM) for Duval County, including the City of Atlantic Beach, Florida Department of Emergency Management (DEM) coordinates between FEMA and the individual jurisdictions in the State. The changes included here are part of the Model Flood Plain Ordinance, produced by DEM and adopted by Atlantic Beach. In addition to the revised date for the FIS and FIRM, six scrivener errors were found during a review, by DEM, of our Flood Plain Ordinance. Our Flood Plain Ordinance, LIC Chapter 8, was adapted by Ordinance No. 25-13-43, on 4/08/13, based on the ,original State model flood plain ordinance. The scrivener errors were made during that process and consist of incomplete references frorn one section to another. Brenna Durden clarified some other language and referenced Chapter 24, as related information. The first flood map for Atlantic Beach from FEMA (at that time, called a Flood Hazard Boundary Map) was issued in 1974. Subsequent revisions occurred in 1977, 1983, 1989, 2013, and this revision, 2018. These revisions are procedural changes to remain active in the National Flood Insurance Program (NFIP) and Community Rating System (CRS).
