Item 2A- Life-Saving AwardCITY OF ATLANTIC BEACH CITY COMMISSION MEETING S'T'AFF REPORT AGENDA ITEM: Life Saving Award SUBMITTED BY: Michelle E. Cook, Chief of Police DATE: June 11, 2018 BACKGROUND: The City of Atlantic Beach Police Department recognizes members of the Police Department for their exceptional service while preserving human life. Officers Anderson and Bonifacio were, at 850 Seminole road when they became aware that JFRD was beim dispatched to an unknown type of medical emergency at 1085 Atlantic Blvd. #52 where the parties were franticly requesting assistance. Both officers left the station to assist JFRD before being dispatched and subsequently arrived before Rescue 55. Upon their arrival, Officer Anderson retrieved an Automated External Defibrillator (AED) from her patrol vehicle before entering the residence. The Officers were met by members of the victim's family who were extremely upset to the point of being unable to conununicate the circumstances of the emergency. Officers found the victim's father attempting to perforin CPR on the victim. The victim was lying on the floor unresponsive, not breathing and extremely cyanotic. Officer Andersen attached the AED pads and started the unit which advised there was no heart rhythm and gave instructions to begin CPR. Officers Bonifacio and Anderson rotated positions providing 30 CPR compressions each as instructed by the AED unit. With each round of compressions the victim's skin color became ruddier and he began to take breaths on his own. JFRD Rescue 55 arrived and administered Narcan to the subject and he regained consciousness and was transported to the hospital. The rapid self -initiated actions of Officers Anderson and Bonifacio deciding to leave the station to assist a citizen in need before being dispatched was an outstanding example of our agency's Core Value of Excellence. These Officers provided exceptional service to a citizen in need and their efforts to resuscitate the victim from a state of full cardiac arrest may have ultimately saved the victim from certain death. It is with great pride that I recommend both these Officers for the ABPD Life Saving Award.
