BACKGROUND:
Each year the Police Fleet Manager tracks and evaluates the vehicles in the Police Fleet to insure
that the cars used by Police personnel are in proper working order and are capable of completing
the police mission safely and effectively.
For the purpose of efficient management of Police Department resources and to provide a high
level of service to the citizens of Atlantic Beach, the best practice of setting parameters for the
replacement of Police Fleet vehicles has been used with success for many years.
In general, the time frame of seven (7) years and or an average mileage of ninety thousand
(90,000) miles is used to estimate the effective service life of a vehicle in the Police Fleet. The
various mechanical problems a vehicle may have experienced during its' service life is always
considered when recommending to decommission it.
The Police Fleet Manager has determined that one (1) Police All Wheel Drive vehicle should be
purchased now with available FY 2018 funds.
Additionally, our Police motorcycle lease option has expired and if the unit is to continue being
operated the Department will need to secure another motorcycle. The terms of the previous lease
program will not be offered again by the local dealer. The Police Fleet Manager has determined
that purchasing a Police motorcycle for our use will be the most cost effective option given the
estimated annual mileage and years of service projected for this vehicle.
RECOMMENDATION:
For the Commission to authorize by Resolution the expenditure of budgeted police funds from
account 001-2002-521-64-01 for two Police vehicles that may individually exceed $25,000.

RESOLUTION NO. 18-22
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE TWO
POLICE FLEET VEHICLES DURING THE 2017-2018 FISCAL YEAR.
WHEREAS, each year the Atlantic Beach Police Department evaluates the vehicles in its
fleet to ensure that they are safe and effective to be used for public safety activities during routine
service and in response to emergency situations; and
WHEREAS, the Police Department can purchase vehicles from one or more State of
Florida purchasing contracts or secure favorable pricing and terms of contract from other vendors;
and
WHEREAS, the Police Department has determined that one Police SUV and one Police
Motorcycle should be purchased Mid -year during the 2017-18 Fiscal Year; and
WHEREAS, a Police All Wheel Drive SUV can be purchased for approximately $29,000
and a Police Motorcycle can be purchased for approximately $26,000; and
WHEREAS, the funds necessary to complete these purchases are available in the 2017-18
Police Department Budget; and
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. The City Commission hereby authorizes the City Manager to engage in the
necessary contracts to effect the purchase of one Police All Wheel Drive SUV and Police
Motorcycle.
SECTION 2. This Resolution shall take effect immediately upon its passage and adoption.
