Exh 8FAGENDA ITEM #8F MAY 27, 2003 STAFF REPORT City of Atlantic Beach Commission Meeting AGENDA ITEM: DATE: Radio System Expenses May 19, 2003 SUBMITTED BY: David E. Th mpson, Chief of Police/DPS John C. Campbell, Deputy Chief BACKGROUND: Atlantic Beach is presently utilizing an 800 MHz radio system that is actually owned by the City of Jacksonville. This system has become obsolete, and it is scheduled to cease operations by the end of the year of 2003. The City of Jacksonville, primarily through JEA, has built a new 800 MHz radio system that will accommodate virtually all governmental agencies throughout Duval County. This system was built to provide inter-agency communications with all city and county governmental agencies including public safety and general governmental operations. This will provide emergency and disaster communication, and it will give Atlantic Beach employees direct communications with all Jacksonville City Departments, J.S.O., Jacksonville Fire Rescue, Hanna Park, Neptune Beach, Jacksonville Beach, Baldwin, and the University ofNorth Florida. The new system will required replacing all radios throughout the City of Atlantic Beach, and the purchase of the radios was included in the Atlantic Beach 2002-03 budget. A significant portion ($90,000) of the costs for Public Safety Radios was funded through a local law enforcement block grant acquired through the City of Jacksonville. The new system will require a monthly usage fee to pay for the capital costs for the initial construction of the infrastructure. Additionally, the programming, maintenance, and installation costs have been calculated into a monthly fee. Based on the estimates from JEA and Jacksonville, the monthly usage fee has been-set at S34.08 per month, per radio. This is a "not to exceed" fee that will be consistent with all other users on the radio system. As more users are added to the system, the costs may be reduced accordingly. BUDGET: The City of Atlantic Beach is purchasing a total of 132 radios for use throughout the city. The total annual costs for the radio usage fees will be $53,983. For 2002-03, the expenses will be approximately $18,000. RECOMMENDATIONS: To approve the usage fees for Atlantic Beach's participation in the new radio system. This charge is comprised of $16.21 per month that will be paid over to JEA for backbone access and $17.87 per month for support services provided. by, or through, the City of Jacksonville's Radio Activity based at Superior St. I should note that these charges are not specific to Atlantic Beach; these rates will be levied to all users regardless of jurisdiction. These rates are based on budgeted costs at this point.. I do not believe the rates will vary upward but may decrease a bit as the budget is finalized.
