regulations. in conjunction- -with redevelopment of a commercial
property, .located at 725 Atlantic Boulevard and known as North
Beach Center (continued from May 12, 2003 meeting)

BACKGROUND: The Applicant. has requested a waiver, pursuant to Section 17-15 of the
sign regulations, to allow an increase in the maximum height and size of a freestanding .sign.
The. proposed sign would serve,various businesses at the North Beach Center (the former Pic-
n-Save property), which is undergoing redevelopment to include various restaurant, retail,
commercial and limited warehousing uses. Chapter 17-6 limits this. project to one freestanding
sign on the Atlantic Boulevard frontage. not to exceed eighty square feet in size and eight feet
in height. The proposed sign contains 150 square feet at a height of 15-feet.
The Applicant has withdrawn the portion of the waiver request to allow. signs to be mounted.
upon'exposed. raceways.. Theproposed .fascia signs now comply with the'sign regulations as
well. as a sign-related condition of .the Use-by-Exception; which .was approved for the .North.
Beach Center project.
....BUDGET: No budget. issues.
RECOMMENDATION: The proposed freestanding sign would seem to be in .conflict with
the intent of -the Commission that signature signs identifying the name. of the shopping center,..
rather than each business within the center, become the standard for commercial uses. The
applicant must demonstrate that there are circumstances unique to this project, which justify
the need for the requested-sign.

Applications requesting that certain provisions of the sign regulations be waived.-.may be: made to the City
Commission in accordance with the following section of the Code of Ordinances for the City ®f Atlantic
Beach.
Sec. 17-15. Requests to wave certain terms of this Chapter..
Requests to waive .terms of thi Chapter may be made upon specific application to the City Commission, with proper
public notice required, provided that no, waiver shall be requested that would allow a Prolnbited Sign, or any
otherwise unlawful Sign. The applicant requesting. such waiver shall have the burden of demonstrating the need for
'therequested waiver, and that the waiver is not in conflict with the Intent of this Chapter. The terms of any waiver to
.the provisions of this Chapter shall be established by order of the City Commission,

We respectfully request. help from you, Mr. Mayor and .the City Commission in obtaining the
_ . f®llowing:
1. Allow Raceways - In using the .existing concrete building (former Pic N' Save},..,painted
raceways are-.our best option. for mounting fascia signage.
2e Individual Colored Fascia Signs -Tijuana Flats and Tree Steakhouse are trade marked
names and they intend to use their own logo; signage .colors and letter style. Suns shall
` - consist of internally. illuminated individual letters with flat plastic faces in metal retainers
mounted to aluminum type letters, all returns and raceways shall be painted. Please allow
each tenant. their own individuality or else we'll have. most signage with. the .same. color and
a few- with odd colors..-Atlantic- Beach is very artistic and individuality seems important to
Nits decorative style.
3: Increase Pylon Sign Height-The tenants need the pylon sign to be f~fEeen:feet (15') to
allow for the center's name and. address and decorative features. Otherwise we're going to
have a plain, unsightly, paneled box for signage. The property sits back. off Atlantic Blvd..
and each. tenant will have. bareminimum of drive-by exposure, The tenants desire a
prominent sign with matching stainless steel, glass .blocks and .neon .which will entice
shoppers and help. their business to prosper. If necessary, we will forgo the pylori sign. on
` Sailfish Drive. ~ '.
