Exh 8E..AGENDA ITEM 8E JTJNE 9, 2003 CITY ®F ATLANTIC BEACH CITY COMMISSION -STAFF REPORT AGENDA ITEM: Request to authorize Builders Care to perform CDBG funded housing rehabilitation services in an amount. not to exceed $20,000 for two single-family residences SUBMITTED- BY: Sonya Doerr, AICP, Community Development.Director ~~ DATE: June 02, 2003 ' BACKGROUND: This year's Community Development Block Grant provides $30,000 for housing rehabilitation activities. Our grant specifies that .these funds .will be used to provide basic housing .needs and repairs, such as failed plumbing or septic tanks, to provide heating or .hot water, to correct dangerous structural or electrical problems, or other similar serious problems which might make a home unsafe or uninhabitable, rather than for general renovations or cosmetic upgrades and enhancements. - Building .and Planning Department staff have; over the last several months, -coordinated with Builders .Care, which is anon-profit organization of the Northeast Florida Builder's Association expressly dedicated to providing ;construction services for low-income, elderly. and disabled citizens. Builders Care has successfully engaged a wide network of building and construction ,related support, which has enabled them: to address substandard housing. issues in an extremely .cost-effective manor. The organization has also secured .$1,000,000 of SHIP (State Housing Initiatives Partnership) funds, which may be leveraged with other public and private funds to further their objective of eliminating substandard housing.. Builders Care has provided cost estimates for two income eligible recipients; which staff. has identified as having very serious and immediate needs. The organization has offered to supplement the City's CDBG funds with additional. SHIP funds to complete needed repairs. Staff requests approval to authorize Builders .Care to proceed. with work on these two houses as set forth within the attached cost estimates for 805 Bonita Road and 320 Dudley Street.. The combined estimated fair market value of proposed repair work is $28,342. Builders Care has proposed t® do the.:identified repair work on these houses for $16,290:00- of CDBG'funds. The difference between the fair market value and- the .cost of work will be supplemented by SHIP funds,-volunteer labor, and. Builders Care's ability to acquire materials at reduced costs. Because of the nature of this type of housing work, projects often grow in scope once work begins. Staff requests authorization to expend a combined total not to exceed $20,000 on these two houses. Staff also requests that the Commission waive the formal bid .procedure for this work in accordance-.with Section 2-236. (1) of the City Code.. It is the- opinion of both Building and Planning staff that the blend of SHIP funds, volunteer labor and reduced cost of building AGENDA ITEM 8E JANE 9, 2003 materials will allow the City to further leverage CDBG housing rehab dollar through a partnership with Builders Care. (Past history, has also demonstrated that the formal bid process for this type of housing construction has not-been particularly successful) Staff anticipates returning to the Commission with a similar request for remaining CDBG-housing rehab funds within coming months.
