Storm Drains: Don’t Neglect Them
The summer rains are here and it’s time to check the storm water drainage
on your property.
Make sure the stormwater on your property flows to the street or drainage
swale and not onto your neighbor’s property. Water should flow away from
your building, for your own good, and then flow to the storm water drain-age system, for the good of your neighbors and the community.
If you have drainage features on your property, like swales or water re-tention, the City’s regulations require that you maintain them. They are
designed to be a permanent part of the City’s drainage system. Gutters and
down spouts also are a good idea.
The next time it rains, get your umbrella and walk around your yard. This
is a chore you shouldn’t put off.

Priority 1: City Commission puts key initiatives in place
The Atlantic Beach City Commission has pinpointed its priorities for city

• Successfully negotiated with Selva Preserve’s owners to purchase six of the planned
development’s 11 lots for preservation and passive recreational use
Mayport Road Corridor Improvements
• Lobbied political and Florida Department of Transportation (FDOT) leaders to lower
the Mayport Road speed limit and undertake other safety measures
• FDOT is developing plans to institute bike lanes and improve pedestrian safety
along Mayport Road
• FDOT is establishing a school zone north of the Atlantic Beach city limit
• Created new development standards via the establishment of a business overlay
district
Parks Master Plan
• Using in-house resources to create a parks master plan with a marsh master plan
component
• Performed inventory analysis on city parks
• Met with representatives from the National Park Service regarding the City’s
participation in a technical assistance program
Environmental Stewardship
• Achieved Tree City USA designation
• Preparing LEED for Cities certification application
• Environmental Stewardship Committee and staff collaborated with Atlantic Beach
Elementary School to hold a community Arbor Day celebration and tree giveaway
• Planted trees at Tideviews Preserve and Howell Park in conjunction with community
partners
• Approved a pergola at Tideviews Preserve
• Co-hosted a sea turtle protection workshop with the Florida Fish & Wildlife
Conservation Commission and Beaches Sea Turtle Patrol
Stormwater Master Plan
• Procured the environmental engineering company Jones Edmunds to develop a
stormwater master plan; the firm’s initial findings were unveiled to the public July

Fund Balance Management and Allocation
• Enhanced communication with Langton Associates, the City’s grant-writing firm,
with a definitively positive outcome
Beautification and Signage
• Purchasing pedestrian safety signage for installation at Seminole Road and 11th
Street
• Installing dune protection and sea turtle protection signage at each beach access
• Hired a seasoned beautification coordinator who is enhancing the City’s gateways
and parks

THIRD ANNUAL PHOTO CONTEST
Deadline is Aug. 15
This year's contest theme to capture the winning photo is "Atlantic Beach Landmarks".
Capture the best photo in Atlantic Beach and be featured on the 2019 calendar of events
brochure and the City’s website. Beginner or advanced -- no matter your level of photography
-- grab the best shot and win. Photos will judged on technical merit (focus, sharpness, detail,
color and contrast), content and impact; the winner will be announced Oct. 1.
Contest rules:
• Maximum of two original photos; one entry per person per email address
• Entrant must be the original photographer
• No digital enhancement
• Winning photographer must be willing to sign photo release to COAB
• Minimum 300 dpi
• All entries must be emailed to recreation@coab.us
Community Blood Drive Aug. 17
The City of Atlantic Beach will host a
community blood drive from noon to 5
p.m. Friday, Aug. 17, in the parking lot
of City Hall, 800 Seminole Road. Donors
will receive a wellness checkup including
blood pressure, temperature, iron count,
pulse and cholesterol screening.
Citizen Police Academy Begins Aug. 23
When you attend the Atlantic Beach Citizen Police Academy (CPA), you step into the
real world of 21st-century policing. We open the doors and shine a light on every
aspect of the Police Department. On graduation day the first question you will ask is,
“What will I do with my evenings now that the academy is over?”
Here’s just a small sample of the many benefits you will receive from attending CPA:
• Golf shirt with the CPA logo
• Notebook explaining police lingo, various laws, real crime reports, etc.
• Hands-on crime scene processing with our own CSI detectives
• Ride in the front seat of a police car
• Shoot a police officer’s gun at the firearms range
• Up-close look at a special response tactical team in operation
• Snacks
The next CPA class will be held from 6 to 9 p.m. Thursdays from Aug. 23 to Nov. 8
at the Police Department, 850 Seminole Road. The cost is $25; registration is due
Aug. 12.

Twilight Series Starts Aug. 24 with ‘Wonder’
Bring your lawn chair, picnic basket,
blanket, snacks and bug spray (just in case) for the new round of Twi-
light Movies at the Parks beginning
Aug. 24. These Atlantic Beach Rec-reation & Special Events programs
are family-friendly; children should be accompanied by adults.
Free refreshments are available at 7:30 p.m. Here are the movies, locations and
starting times:
O Aug. 24 – “Wonder”, Bull Park, 716 Ocean Blvd, 8:15 p.m.
O Sept. 20 – “Home”, Donner Park, 7:45 p.m.
O Oct. 19 – “The Incredibles 2”, Russell Park, 8 p.m.
Outdoor Kitchens Require a Building Permit
Many people don’t realize that outdoor kitchens require building permits. Here are
some standard problems found in unpermitted summer kitchens:
• Pergola and roof structures that are not built for our wind loads. They can
break in high winds and easily become flying debris capable of damaging
your home and others’.
• Gas grills mounted in cabinets not designed for a grill can be problematic
– and dangerous. Gas grills have minimum clearances to combustible
materials and sometimes fire shields sold separately and required for a
safe installation. Closed cabinets containing gas appliances and tanks
need at least two vents to prevent gas-fume buildup.
• Unsafe outdoors electrical wiring.
• Drain lines from sinks draining into the yard, maybe into a French drain.
These can attract insects and vermin, and disease.
Getting a building permit ensures a safe installation by licensed, insured workers –
and a safer home.
