It is my pleasure to submit this proposal an application for the appointment of Special
Magistrate for the enforcement of Dangerous Dog sections of h City f A Beach Code. o e e ang g t the ty o Atlantic each C de. I
believe that I am qualified both by experience and comportment to hold this position.
I have practiced law in Duval County, Florida since 1985, the year that I was admitted to
the Florida Bar. I am a former resident of Atlantic Beach, and candidly, only purchased
elsewhere because of property prices. My law office was formerly located in Atlantic Beach and
remains at the Beaches. I have worked with children at Atlantic Beach Elementary School for
well over a decade on a volunteer basis. I have been a resident of the Beaches since 1986.
My law practice encompasses both Real Property and Business Transactional law. In both
areas, I am constantly interfacing with both statutory requirements and City Ordinances.
Additionally, I have had the experience as a trial lawyer in a dog bite case. Further, I have had
the opportunity to write a brief for the Supreme Court of Florida on a Zoning issue case. I
believe I bring a wealth of legal experience to the position.
I am the only lawyer in my firm, and would be the only one acting as Special Magistrate,

Foster v. Arthur, 519 So. 2d 1092 (1St DCA 1988). Gun control decision. Owner of firearm, a dangerous
instrumentality, can be liable for entrusting a gun to a person who is known to be violent and dangerous.
Also, prepared a brief for Supreme Court of Florida on behalf of St. Johns County in St. Johns County,
Florida v. ABG Real Estate Development Co. In this case, citizens successfully repelled rezoning for fast
food drive- through restaurant which was detrimental to safety and welfare of community.
