BACKGROUND: The Public Utility Department purchases chlorine for disinfection at
the water and wastewater plants, and sulfur dioxide for dechlorination at the wastewater
treatment plants. Bids were advertised, and a mandatory pre-bid meeting was held on
May 15, 2002. Bidders were required to submit documentation on security, risk and
process safety management programs, as well as standard bid forms. Two bids were
received on June 25, 2003, as follows:

The low bidder meeting all requirements was Tones Chemicals, Inc.
BUDGET: Funds for chlorine and sulfur dioxide are included in the Water and Sewer
Treatment fiords in the aabunt of $34,000 under account nos. 400-5502-533-5200 and
410-5508-535-5200.
RECOMMENDATION: Award the annual contract for chlorine and sulfilr dioxide to
Tones Chemical, Inc. at the unit prices submitted in Bid No. 0203-15.
