BACKGROUND: On March 10, 2003, the City Commission awarded a contract to telocate a
300,000 gallon elevated tank from Kisst++~+*+~ to Water Plarn No. 2 (2301 Mayport Road). The
tank was donated to the City by Mr. Wendell McKinnon, Vice Mayor of Kissimmee. The project
was originally bid as a design/build project, however all bids were excessively high, and the
project was re-bid as a construction project, with the basic tank placement and connection to the
water system designed in-house. Per specifications, the contractor would have to obtain the DEP
permit, provide engineering calculations for the foundation, and provide final as-built drawings.
No line item for engineering work was included in the bid forms.
Two problems required the contractor to perform additional field work and design engineering
that was not inchuied as part of the bid:
• The as-bu$t drawings of the existing tank, provided late in the project by Mr. McKity~on,
were not drawings of the tank being donated to the City. of Atlantic Beach. Therefore, the
contractor bad no accurate drawings for reconstruction of the tank, modification of the
tank, or preparation of the final as-bunts of the reconstructed tank that must be submitted
to DEP. Resolution of this issce required taking extremely accurate field measurements of
every component of the tank, recording the measurements, and drafting an "as-both" of
the tank in Kissimmee.
• In order to match the level of the City's existing elevated tank, the legs of the relocated
tank will have to be shortened considerably. This required engineering design to prepare
a construction drawing of the tank at the revised height, with revised calculations atxi
measurements for the size and spacing of the foundation pads.
Due to a miscommunication with the contractor, this work has already been performed. The
contractor has not requested any funds for profit or overhead, but merely reimbursement for the
actual cost of the work. The total cost for both the field work and the design work is 513,590.
As a reference, when the project was initially bid as a design/build, the bid price for the
engineering line item was 562,000.

BUDGET: The project was awarded with no contingency, but fiords are avatlable in the Water
Fund under account number 400-5504-533-6300, as the Ocean Blvd. Water Main project was
under budget by $53,000.
RECOMMENDATION: Approve Change Order No. 1 for Relocation, Installation and Coating
of Elevated Storage Tank at Water Plant No. 2 in the amount of ~ 13,590.
