AGENDA ITEM: Report on the Mayport Road Access Management Study sponsored by
the First Coast Metropolintan Planning Organization (MPO)

BACKGROUND: The First Coast MPO, in a collaborative effort with the City of Atlantic
Beach, the City of Jacksonville and the Mayport Waterfront Partnership, held the final of three
public meetings on July 17th to present a conceptual transportation improvement plan for the
entire Mayport Road corridor. The broad goal of this study has been to create a preliminary plan,
which can be used as the first step in beginning the lengthy process to secure funding from the
FDOT for phases of roadway redevelopment. The objectives of roadway improvements include
improving safety and reducing accidents; creating more efficient and safer access to businesses;
creating a more aesthetically pleasing commercial environment; improving access to the Post
Office; encouraging development of a bikeway and pedestrian corridor; evaluating the impacts of
the Wonderwood connector upon Mayport Road, and coordinating future plans with Mayport
Naval Station.
The corridor was divided into three study areas with the southern portion between Atlantic
Boulevard and Church Road (Dutton Island Road) generally recognized as the logical segment to
first receive reconstruction funding. The conceptual plan for this northern segment of the
corridor proposes reconstruction within the existing right-of--way with a landscaped median,
wider sidewalks and a bikepath. The construction of a median will reduce some direct left-turn
access into businesses, and this has been a subject of .discussion amnng adjacent business
owners. Exact locations of full access openings, restricted turns and signalized intersections will
not be determined until the later design and engineering phase. The consulting firm of Reynolds,
Smith and Hills, Inc. conducted the six-month study, and a final written report will be completed
within the next few months. The Cities will continue to work and coordinate with the FDOT, the
MPO, JTA, residents and business owners as this project progresses.
RECOMMENDATION: No action requiied.
BUDGET: To be determined.
