AGENDA ITEM: Annual Contract for Electrical Troubleshooting, Repair and Installation

BACKGROUND: Public Utilities, as well as other departments, require the services of
qualified and licensed electricians to troubleshoot, repair and install wiring and various electrical
components. Bids were advertised, 8 bidders were invited to bid, and 5 bidders picked up copies
of the specifications. Only one bidder attended the mandatory pre-bid meeting and subnritted a
bid. Brooks Limbaugh Electric Company, Inc. bid at the following rates:

All of the required documentation was submitted with the bid. Brooks Limbaugh has been
performing the City's electrical work for many yeazs and the City has been very pleased with their
work. Although the rates above aze an increase from our existing rates, they aze the same as the
rates bid in 1997-2000 for Master and Journeyman electrician, and represent a 23% increase over
the last 6 years. Since only one bid was received, City staffalso contacted several electrical firms
for comparison pricing, and determined Brooks Limbaugh prices to be 18% less on average, with
none of the other vendors having lower rates. Also, the other firms charged overtime rates at
time and one-half for premium hours.
BUDGET: These services aze used on an as-needed basis, and there are funds of $120,000
budgeted in the Water and Sewer Funds under account nos. 400-5502-533-3400, 410-5506-535-
3400, and 410-5508-535-3400. Approximately $65,000 was spent on this contract last fiscal
year.
RECOMMENDATION: Awazd the annual contract for Electrical Troubleshooting, Repair and
Installation to Brooks Limbaugh Electric Co., Inc. at the rates in listed in Bid No. 0203-21.
