AGENDA ITEM 8E
AUGUST 11, 2003
STAFF REPORT
City of Atlantic Beach
Commission Meeting
AGENDA ITEM: Trade of Police Vehicle
DATE: July 25, 2003
~~
SUBMITTED BY: David E. Thompso` n, thief of Police/DPS
BACKGROUND:
The Police Department seized a 1991 Lexus LS400 a few years ago, and this vehicle has
been used for undercover work in the past. After the vehicle became known to the criminals
in Atlantic Beach, the car was issued as a take home caz for detectives, then for the Deputy
Chief, and eventually the Chief of Police.
This vehicle stands out, and it has limited value for doing law enforcement work in Atlantic
Beach. However, it is mechanically sound, and it would be useful to another police
department.
The Atlantic Beach Police Department contacted other departments in the area to discuss
trading the Lexus for something less ostentatious. The Jacksonville Sheriff s Office
responded and said that they would be willing to talk about trading a compazably valued
vehicle for the Lexus.
The Jacksonville Sheriffs Office has identified a 1999 Pontiac Bonneville to swap for the
Lexus. The Bonneville was obtained by the Sheriff s Office as a forfeiture vehicle. After
comparing the vehicles and the blue book values on the two cars, both departments have
agreed to exchange the vehicles. The mechanics that handle the vehicle maintenance in
Atlantic Beach checked out the Bonneville and found it to be mechanically sound.
The Atlantic Beach Police Department is requesting approval from the City Commission to
trade the Lexus for the Pontiac Bonneville. Under State Law, forfeited vehicles can be
donated to other governmental agencies for their use. This exchange might be viewed as
mutual donation of forfeited vehicles to one another.
