Commissioner Stinson welcomed Commissioner Norris.
Commissioner Norris extended her appreciation to the Parking & Pedestrian Safety Advisory
Resource Committee (PPSARC) members for their service. She informed she will be
providing them with supplemental information from the Florida Department of Transportation
(FDOT) and the Transportation Planning Organization (TPO) about Complete Streets to use as
a resource/inspiration in their work going forward.
3.REPORTS AND/OR REQUESTS
A.Subcommittee reports and discussion
Jennifer Lagner explained the two recently organized subcommittees and their
objectives to Commissioner Norris (10th Street subcommittee and 18th Street
subcommittee).
Discussion ensued about data needed in order for the subcommittees to make informed
recommendations.
The next meeting of the subcommittee is scheduled for Wednesday, August 15, 2018,
at 5:30 PM.
Dale Wappes gave an overview of the meeting held on July 26, 2018, by the 18th
Street Subcommittee. All questions were answered.
Discussion ensued regarding parking and safety concerns. He informed the committee
that a date has not been set for a second meeting.
4.OLD / UNFINISHED BUSINESS
A.Consideration of Recommendation to the City of Atlantic Beach, City
Commission consideration for the creation of a sidewalk and crosswalk on the
north side of Ahern Street between Ocean Blvd. and East Coast Drive. Waiting on
staff evaluation. (W. Winfree)
Chair Stinson informed he is still awaiting evaluation from city staff regarding the
sidewalk between Ocean Street and East Coast Drive.
Paula O'Bannon asked whether a decision was made on where the sidewalk will be
placed (on the north or south side of street?).
Chair Stinson will ask Chief Cook if the police department's focus can be renewed on
the area between Ocean Street and East Coast Drive during high-traffic times. He will
also let Mr. Gerrity know that Ms. O'Bannon would like to be contacted when the area
is revisited.

Discussion ensued regarding which side of the street would best be served by the
sidewalk.
B.Request from Deputy City Manager Kevin Hogencamp and Police Chief Michelle
Cook to review the revised City of Atlantic Beach Parking Ordinance as
proposed.
i. Tabled by the Committee during the 19th of April 2018 PPSARC meeting
pending the implementation of the paid parking solution within the Town
Center district. Deferred by Motion to the 2nd of August 2018 by Committee.
Chair Stinson informed the status of the paid parking solution is still unknown. He
welcomed comments on Chief Cook's recommendations regarding revisions to the
parking ordinance.
Discussion ensued regarding the need for clear terminology, areas of contradiction, and
language that should be left in or taken out of the ordinance.
Ms. O'Bannon informed she will submit her notes and suggestions via the City Clerk's
Office for Chief Cook's review.
Commissioner Norris spoke on the pros and cons of on-street parking and discussion
ensued.
Chair Stinson informed Commissioner Norris that the City Commission will receive
agendas for the next PPSARC meeting.
Consensus was given to defer Item 4B to the next PPSARC meeting on August 16,
2018.
C.Consideration of upgrading pedestrian crosswalks & the use of high-visibility
sheening for inclusion in the coming fiscal year budget - Committee priority list
preparation (W. Winfree). Deferred by consensus on 19 April 2018:
i. Update on recommendation to the City Commission.
Chair Stinson informed he has not been able to prepare the Recommendation for
submission to the City Commission regarding the crosswalk at Plaza and Royal Palms.
The Recommendation will be prepared for next PPSARC meeting on August 16, 2018.
D.Committee membership governance discussion.

5.NEW BUSINESS
A.Discussion on holding a joint meeting with the City of Atlantic Beach City
Commission.
Chair Stinson provided an update from City Attorney regarding an informal function
between the PPSARC and the City Commission.
Discussion ensued regarding the logistics, the potential number of members involved,
and the requirement to video-conference.
Chair Stinson mentioned the annual dinner held for the all of the boards, committees
and commissioners.
Discussion ensued about the possibility of organizing a get together before the next
Commission Workshop meeting.
Chair Stinson reiterated the purpose for inviting an elected official to the PPSARC
meetings for the next several months.
Commissioner Norris excused herself and left the meeting at 6:56 PM.
A lengthy discussion ensued regarding the expectations of the subcommittees, sign
placements, parking configuration, allocation in budget, paid parking delays in
Neptune Beach, history of the controversy at the Cloisters, application process and
vetting/approval of new board members, beach walkover, sidewalk placement, striping,
parallel parking, and Code Enforcement Board (CEB) issues.

Chair Stinson informed the Committee he is meeting with the City Attorney on
Monday regarding the Resolution that created the Parking and Pedestrian Safety
Advisory Resource Committee (PPSARC) and its authority to create Subcommittees.
A brief discussion ensued.
Michael Tari gave an overview of the meeting held on July 15, 2018, by the 18th Street
Subcommittee.
Discussion ensued regarding safety concerns, recommendations, and the best way to

present recommendations to the Commission. It was decided that the 18th Street
Subcommittee will draft a proposal to present to the PPSARC.
Discussion ensued on the best way to present said proposal to Commission.
Chair Stinson updated the committee regarding paid parking in Neptune Beach.
Discussion ensued regarding revenue from paid parking.
Jennifer Lagner gave an overview of the meeting held on July 15, 2018, of the 10th
Street Subcommittee. The Subcommittee's recommendations have not been prepared as
they are awaiting data from City staff. Chair Stinson informed he will get the needed
information to the Subcommittee.
Discussion ensued regarding the information needed.
The next 18th Street Subcommittee meeting is scheduled for September 6, 2018.
4.OLD / UNFINISHED BUSINESS
A.Resolution to present to the City Commission endorsing Police Chief Michelle
Cook's recommendation to revise the City of Atlantic Beach Parking Ordinance.
Chair Stinson presented the Resolution and asked for input from the Committee
members.
Discussion ensued regarding edits, changes, clarification, enforcement, and objectives.
Chair Stinson will invite Police Chief Michelle Cook to come to the next meeting for
further clarification.
MOTION: To defer voting to endorse Police Chief Michelle Cook's City of Atlantic Beach
Parking Ordinance to the September 6, 2018, Regular PPSARC meeting.

one additional lighted crosswalk and ten additional crosswalks.

RECOMMENDATION FOR PRESENTATION TO THE CITY OF ATLANTIC BEACH CITY
COMMISSION TO RECOMMEND ADOPTION OF THE REVISIONS PROPOSED BY THE
CITY OF ATLANTIC BEACH POLICE DEPARTMENT TO SECTIONS 6-18, 21-1, 21-17
AND 21-23 OF THE CODE OF ORDINANCES WHERE RELATED TO PUBLIC PARKING
AGENDA ITEM:Recommendation to revise and adopt changes to City Code of
Ordinances related to public parking.

REPORT DATE:31st of August of 2018
BACKGROUND:The City of Atlantic Beach, Florida has the authority and
accountability for enforcing traffic and motor vehicle
regulations.
On the 12th of June 2018, City staff, including members of the
Atlantic Beach Police Department, Public Works, Building,
Planning and the City Manager’s office met to discuss revisions
to Ordinances regulating public parking access and utilization.
The group proposing to revise the appropriate and pertinent
Ordinances drafted a recommendation. This recommendation
is intended to clarify language in the Ordinances, standardize
with industry conventions and to improve access, utilization
and enforcement of public parking.
The proposal was referred to the PPSARC by the City Manager
for discussion, review and formal recommendation. This
proposal was presented to the PPSARC on two occasions, the
most recent of which was the 16th of August 2018. At that time
the PPSARC deferred the item until the 6th of September 2018
to allow for preparing a proper Recommendation to present to
the City Commission.
There may be other historical information, not presented in
this chronology and not available at the time of the drafting of
this report.
JUSTIFICATION:Parking issues continue to be one of the more common
problems experienced by residents of the City today. These
problems result from any one, or a combination of, the
following factors.

First, terminology used in current Ordinances is in conflict with
the Municipal Uniform Traffic Code and Florida State Statutes.
Codes need updating to match current standards in the
industry.
Second, clarity of where available parking is, to residents and
visitors is lacking. Parking is not clearly marked, including
allowable hours and days.
Third, City of Atlantic Beach Codes lack uniformity throughout
the City, contributing to many misunderstandings of where
parking is allowed and where it is not.
Finally, many residential streets that endure some of the
previously mentioned factors have on street parking that due
to street width create hazards and congestion.
BUDGET:Budgetary impact has not been determined at this time.
RECOMMENDATION:1. To direct the City Manager, utilizing the support of the Police
Department, and City Attorney as required, to draft revisions
to the Code of Ordinances as set forth in the proposal included
herewith: and
2. To direct the City Manager to provide staff assistance to the
Parking and Pedestrian Safety Advisory Resource Committee
in developing a list of criteria that would aid in determining
parking restrictions on streets and rights-of-way.

COMMISSION TO INSTALL UPGRADED AND LIGHTED CROSSWALKS, UTILIZE HI-
VISIBILITY PAINT AND SIGNS AND TO IMPLEMENT THE USE OF CROSSWALK IN-
STREET SIGNAGE AT ADDITIONAL LOCATIONS

selected by the P2SARC.

BACKGROUND:The Parking and Pedestrian Safety Advisory Resource
Committee is charged with evaluating and making
recommendations to improve pedestrian safety within the City.
The City of Atlantic Beach currently has appropriated funding,
in the current fiscal year budget, for one upgraded and lighted
crosswalk at the intersection of 11th Street and Seminole Road.
The succeeding fiscal year (2018-2019) budget includes a
proposal for funding of approximately two additional
upgraded and lighted crosswalks.
Working with the staff liaison from the City of Atlantic Beach
Police Department, Sgt. Jevic, and within the Committee, the
Committee has identified what is considered by the Committee
the two highest priority crosswalks in desperate need of
upgrades. Those locations are Plaza Road and Royal Palms, and
Seminole Road and Seaspray.
Additionally, the Committee members have considered the use
if hi-vis painting for all crosswalks within the City. Therefore,
the Committee also recommends the City begin a program of
painting all such intermediate locations as soon as practical
using hi-visibility paint.
Finally, using remaining budget appropriations allocated for
pedestrian safety improvements the City should begin a
program of evaluating the effectiveness of in-street signage by

installing such signage (see attached) on as many as ten (10)
tertiary crosswalks.
There may be other historical information, not presented in
this chronology and not available at the time of the drafting of
this report.
JUSTIFICATION:By the very nature of its creation and charge, the Parking and
Pedestrian Safety Advisory Resource Committee, the P2SARC
has focused many efforts on ensuring pedestrian safety,
particularly when the interaction between pedestrians and
cyclists comes in close proximity to vehicular traffic.
General industry sentiment is that uncontrolled pedestrian
crossing locations lead to higher pedestrian / vehicle
incursions.
Visibility enhancement, whether lighting, hi-visibility painting
or in-street signage contributes to reduced pedestrian / vehicle
incursions. Other potential methods to decrease incursions
might be advanced warning signage, parking restrictions,
raised crosswalks, etc.
Currently, many of the crosswalks within the City do not have
any signage, have faded paint and markings, and are not
readily identifiable to motorists.
The City has demonstrated a desire to improve walkability and
bike-ability both in the past with such projects as Safe Routes
to School and most recently in a visioning workshop.
Implementing the recommendations herein fits well within the
visioning process, contributes to improved safety, and makes
crosswalks easily identifiable to motorists.
BUDGET:Budgetary impact has not been determined at this time but is
expected to be negligible due to approved appropriations and
recommended budget proposals.
RECOMMENDATION:Allocate proposed budget funding for lighted crosswalks at:
1. Plaza Road and Royal Palms Drive;
2. Seminole Road and Seaspray.
Begin a repainting program for all crosswalks within the City
using high visibility paints.
