01-10-18 ESC Meeting MinutesMINUTES OF CITY OF ATLANTIC BEACH ENVIRONMENTAL STEWARDSHIP COMMITTEE MEETING JAN. 10, 2018 ENVIRONMENTAL STEWARDSHIP COMMITTEE MEMBERS PRESENT: Bruce Andrews, Vice Chair Sarah Dark Chip Drysdale Alan Ennis Bonnie Hansen Judith Leroux, Chair STAFF: Kevin Hogencamp, Deputy City Manager OTHER: Brittany Norris, City Commission member; Richard Arthur, Neptune Beach City Council member, Mitch Reeves 1. Call to order. The meeting was called to order at 6:01p.m. in the Commission Chamber by J. Leroux 2. Approval of minutes. The Dec. 13 ESC meeting minutes and Dec. 20, Dec. 22 and Dec. 27 ESC Town Center landscaping subcommittee meeting minutes were unanimously approved. 3. Courtesy of the floor. No one addressed the committee. 4. Tree Subcommittee report -C. Drysdale. The full ESC unanimously approved C. Drysdale's recommendation that the Tree Subcommittee meet on days separate than ESC meeting days. Kevin Hogencamp said that staff would work with C. Drysdale on planning and noticing those meetings. K. Hogencamp repmied that the City has implemented the ESC-initiated system of having tree-removal permit applicants post signs notifying residents that applications had been filed. 5. Public Works Department presentation-Scott Williams, Public Works Director. Scott Williams introduced himself and provided information about his background and job responsibilities. He explained that rights-of-way maintenance is much more extensive than most people realize; issues/challenges range from yard debris to public utilities to illegally parked vehicles. S. Williams said he supports tree planting and that he encourages the committee to resist planting trees in rights-of-way due to maintenance considerations. Root systems often damage or otherwise impede underground utilities; also, trees often grow into above-ground utility lines, he said, adding that careful planning is a must. S. Williams said that JEA removes diseased and dead trees at its expense and, as a courtesy, notifies the City in advance of its tree-trimming initiatives. He also said the City will soon unde1iake a parks master plan, which will include a strategy of improving each of the City's 150 parks, and that he looks forward to the ESC weighing in during that endeavor. S. Williams said public works crews had recently completed removal of post-Hurricane Matthew debris removal in City parks when HulTicane Irma hit. Over the past four weeks, public works crews have worked extensively on tree-and debris-removal, de-brushing, mowing and trimming in Howell, Dutton and Tideviews parks, he said. 6. Beaches Town Center Agency new landscape plan -subcommittee report. J. Leroux noted that this matter is on the ESC's agenda at Mayor Glasser's request. B. Andrews and S. Dark repmied on their subcommittee work on this project. They explained that Neptune Beach Councilor Richard Arthur (a Beaches Town Center Agency board member) and Rockaway landscaping company representative LalTy Ritter welcomed and incorporated their recommended plant selection changes, which were extensively discussed in subcommittee meetings on Dec. 20, Dec. 22 and Dec. 27. The changes largely were based on freeze tolerance, durability and aesthetics. It was noted that landscaping can always be updated when needed. K. Hogencamp repmied that the landscaping project cost has risen by $500 to a price not to exceed $130,000-or $43,333 per entity (cities of Atlantic Beach and Neptune Beach, and Beaches Town Center Agency). He said that consideration of approving the COAB's pmiicipation in the project is slated to be on the Jan. 22 City Commission meeting agenda. The committee discussed the issue of whether there will be or should be a Christmas tree in the landscaped area at the traffic circle. The committee agreed not to take a stance on that matter. The committee unanimously voted to approve the updated landscaping plan and to have B. Andrews and S. Dm·k present the ESC's recommendation report at the Jan. 22 commission meeting. 7. Worksheet review and subcommittee assignments. J. Leroux suggested the ESC form a subcommittee to review the tree ordinance and tree conservation fund, noting that trees are identified as the committee's No. 1 priority. J. Leroux and B. Hanson agreed to serve on the subcommittee. S. Dark said she would like to be kept in the loop as the City dete1mines who will develop a parks master plan. -2­ B. Andrews said he would like to assist with community outreach and education efforts with pmiicular emphasis on encouraging people to plant trees on private prope1iy. He said doing so is impmiant to maintaining and preserving the City's tree canopy, and that informing people about the tree-protection ordinance also is impmiant. J. Leroux said it may be beneficial for the ESC to have a Facebook page. 8. Election of officers for 2018 The following committee members were unanimously elected to serve in leadership positions during 2018: J. Leroux, chair; B. Andrews, vice chair; D. Scott, secretary. 9. New business. J. Leroux noted that the ESC's enabling ordinance requires minutes to be produced by someone other than the staff person assigned to the committee. K. Hogencamp said that this would be accomplished in meetings hencefmih. K. Hogencamp informed the committee that the state had approved the City's 2017 Tree City USA application and that national approval was pending. 10. Agenda for Feb. 14 meeting, possible date change The committee agreed to conduct its next meeting at 6 p.m. Tuesday, Feb. 13, instead of the regularly scheduled date ofFeb. 14. K. Hogencamp said he would introduce new Planning and Community Development Director Shane Corbin at the next ESC meeting. J. Leroux said she would like for the matter of reviewing the tree-protection ordinance to be on the next meeting agenda. B. Andrews discussed his involvement with Greenscape and said he would like for a representative of the organization to make a presentation at an upcoming ESC meeting. 11. Revisions are based on re-design, changes and recommendations from Atlantic Beach. Area covered shall be from 3rd Street to One Ocean Resort, Ahern Street to Orange Street, Lemon Street from 1 st Street to Police Department. Description Site Preparation: Remove unwanted plant materials and turf in all areas throughout site and dispose of. Grade areas for proper drainage and new landscaping. There were 22 irrigation zones located for the area. Many issues were found including, poor coverage, breaks, missing heads, valves not working etc. A complete renovation of the irrigation system will be completed. This includes making repairs as needed, adjusting and relocating heads and adding heads to system for proper coverage of new landscaping. This will make sure the system is completely operational for automatic coverage of the landscaped areas. In the past, the most visible impact or first impression of a community was the flowers . The second was turf, the squarest footage of any plant material on site, continued so on down the line. As you will see, irrigation is the least visible to the landscape and therefore, typically the least attended to. Ideal Priority The below graph indicates landscape sustainability from an investment point of view. Safety is always first ; an accident can impact a community for many years down the road . The second is water as we all know living entities, including plants , cannot survive without water. This is the most imp011ant component in any landscape. The third through seventh is based on replacement costs. The trees will be the most expensive if same si z e , same type tree replacement is required .
