1. Call to order.
The meeting began at 11:02 a.m. in the Commission Chamber.
2. Review of the proposal to renovate the Beaches Town Center landscaping.
The participants discussed plant palette options and other design and maintenance considerations for the
proposed project.Neptune Beach Ish Brant Beautification Committee president Josh Messenger
participated in the meeting via conference call. Major considerations are:
• Plants' ability to survive inclement weather (i.e. freeze and wind) and heavily populated events
such as the Dancing in the Streets festival
• Maintenance requirements
• Indigenousness and overall design (Northeast Florida feel vs. South Florida feel)
• Toxicity (some plants may be dangerous to animals)
The Atlantic Beach participants said that while flowers and colors creating a tropical look are nice,
survivability and creating a Northeast Florida feel are prevailing considerations. S. Dark described the
goal as creating a genius loci -or sense of place. The possibility of replacing sod with jasmine was
discussed.
K. Elmore noted that in some cases, existing palm trees are placed too close to one another.
L. Ritter noted that he does not think that altering the plant palette without adding plants will adversely
affect the project budget. S. Dark said she it's likely that fewer plant variations could be used than
proposed. L. Ritter said his company will replace plants that freeze at no cost, but will not replace plants
that are damaged by foot traffic. He fmther stated that when the suggested alterations are finalized, he
will revise the drawings and proposal for final approvals.
The topic will be discussed again in a meeting at 2 p.m. Friday, Dec. 22.

Since they were small children, the love of their nursery and gardening has been engrained
in Greg Jr. and Brian Burghardt. They worked at the family Garden Center and Tree Farms
growing up and they went on to receive degrees from Rutgers University in Plant Science
and Landscape Design, respectively. Since moving to Jacksonville some 12 years ago, Greg and
Brian worked for two of the largest and most successful landscape companies in the United States,
Davey Tree Company and ValleyCrest Landscape Companies respectfully. Coupling their
lifelong family business experience with the tried and true experience of working with two of the
nation's most respected horticultural organizations here locally in Jacksonville give the brothers a
dynamic perspective as well as unique experience within the green industry.
Rockaway Garden Center was founded in 1981, in Rockaway, New Jersey and reinvented
in 2009 as Rockaway Inc. when Greg and Brian saw the need for an independent horticultural

Landscape Renovations I Description I Costs
The following descriptions, material and plant list covers the Landscape Renovation
work as per plans submitted. Area covered shall be from 3rd Street to One Ocean
Resort, Ahem Street to Orange Street, Lemon Street from 1st Street to Police
Department.
Description
Site Preparation:
Remove unwanted plant materials and turf in all areas throughout site and dispose
of.
Grade areas for proper drainage and new landscaping.
Remove fern root masses and grade 142 Palm Sidewalk Planters throughout site.
Cut edges down 3" to hold new stone.

Irrigation System:
A complete Irrigation Audit was completed of existing irrigation system. There were
22 irrigation zones located for the area. Many issues were found including, poor
coverage, breaks, missing heads, valves not working etc.
A complete renovation of the irrigation system will be completed. This includes
making repairs as needed, adjusting and relocating heads and adding heads to system
for proper coverage of new landscaping. This will make sure the system is
completely operational for automatic coverage of the landscaped areas.
Landscaping:
Supply and install plants, trees and materials as shown on plans & following list.
Site Prep & Landscaping: $108,500.00
Irrigation System: $ 19,000.00 (Not to exceed $21 ,000.00)

The life cycle and the value return from your landscape
Traditional Priority
Traditional views and priorities of landscapes have changed. In the past, the most visible impact
or first impression of a community was the flowers . The second was turf, the squarest footage of
any plant material on site, continued so on down the line. As you will see, irrigation is the least
visible to the landscape and therefore, typically the least attended to .
Ideal Prioritv
The below graph indicates landscape sustainability from an investment point of view. Safety is
always first; an accident can impact a community for many years down the road. The second is
water as we all know living entities, including plants, cannot survive without water. This is the
most important component in any landscape. The third through seventh is based on replacement
costs. The trees will be the most expensive if same size, same type tree replacement is required.
Shrubs, ground cover, turf and flowers follow in the order of cost to replace.

varieties when specified items are not available.
--Rockaway, Inc. is not responsible for plants/sod in decline due to acts of god, i.e.
hurricanes, tropical storms, tornadoes, freeze events, drought related water restrictions
etc.
--Rockaway, Inc. is not responsible for plants/sod eaten or destroyed by wildlife or
untreated insect or disease damage or weed growth in newly installed sod.
--Rockaway, Inc. is not responsible for private underground utilities, such as landscape
lighting, gas lines from meter or tank to the house, water lines from meter to house, etc.;
locates for public utilities will be called in prior to start date. Every effort will be made
not to cut/break utilities. Due to the nature of our business it is possible that some
shallow utilities like landscape lighting, water lines, gas lines, irrigation lines, cable lines,
etc. may be cut/damaged during regular operations. Rockaway, Inc. is not responsible for
any and all repair costs to private utilities.
