08-16-18 PPSARC MinutesMINUTES Parking & Pedestrian Safety Advisory Resource Committee Meeting Thursday, August 16, 2018 -6: 00 PM City Hall, Commission Chamber CALL TO ORDER: Chair Stinson called the meeting to order at 6: 00 PM. ROLL CALL: Present: John Stinson, Chair Dale Wappes, Member Jennifer Lagner, Member Kim Reich, Member Michael Tari, Vice Chair, PPSARC Paula O'Bannon, Member Also Present: Lori Diaz, Records Clerk Absent: Dennis Winkelman, Member Greg Kupperman, Member Woody Winfree, Member 1. APPROVAL OF MINUTES None. 2. COURTESY OF THE FLOOR A. Special Orders of the Day -N/A B. Public Comment None. 3. REPORTS AND/OR REQUESTS A. Subcommittee reports and discussion Chair Stinson informed the Committee he is meeting with the City Attorney on Monday regarding the Resolution that created the Parking and Pedestrian Safety Advisory Resource Committee (PPSARC) and its authority to create Subcommittees. A brief discussion ensued. Michael Tari gave an overview of the meeting held on July 15, 2018, by the 18th Street Subcommittee. Parking & Pedestrian Safety Advisory Resource Committee August 16, 2018 Page 1 of 3 Discussion ensued regarding safety concerns, recommendations, and the best way to present recommendations to the Commission. It was decided that the 18th Street Subcommittee will draft a proposal to present to the PPSARC. Discussion ensued on the best way to present said proposal to Commission. Chair Stinson updated the committee regarding paid parking in Neptune Beach. Discussion ensued regarding revenue from paid parking. Jennifer Lagner gave an overview of the meeting held on July 15, 2018, of the 10th Street Subcommittee. The Subcommittee's recommendations have not been prepared as they are awaiting data from City staff. Chair Stinson informed he will get the needed information to the Subcommittee. Discussion ensued regarding the information needed. The next 18th Street Subcommittee meeting is scheduled for September 6, 2018. 4. OLD / UNFINISHED BUSINESS A. Resolution to present to the City Commission endorsing Police Chief Michelle Cook' s recommendation to revise the City of Atlantic Beach Parking Ordinance. Chair Stinson presented the Resolution and asked for input from the Committee members. Discussion ensued regarding edits, changes, clarification, enforcement, and objectives. Chair Stinson will invite Police Chief Michelle Cook to come to the next meeting for further clarification. MOTION: To defer voting to endorse Police Chief Michelle Cook's City of Atlantic Beach Parking Ordinance to the September 6, 2018, Regular PPSARC meeting. Motion: Paula O'Bannon Second: Jennifer Lagner Motion passed unanimously 5 to 0. B. Recommendation for upgrading pedestrian crosswalks & the use of hi -visibility sheening for inclusion in the coming fiscal year budget i. Final site selections Chair Stinson explained there are additional dollars available in next year's budget for one additional lighted crosswalk and ten additional crosswalks. Motion: Michael Tari Second: Kim Reich Motion passed unanimously 5 to 0. 5. NEW BUSINESS None. 6. SET NEXT AGENDA Chair Stinson listed the items that he will prepare for next meeting as follows: Invite Chief Cook and Commissioner Kelly to the next PPSARC meeting. Meet with Sergeant Jevic about recommended locations for crosswalks. Invite City staff for update on Third and East Coast Drive. Supply surveys and data for Subcommittees. Discussion ensued about license plate identification. 7. MISCELLANEAOUS BUSINESS Closing comments were made by all members. Committee member Ms. Paula O' Bannon informed Committee she will not be in attendance on September 20, 2018. ADJOURNMENT Meeting adjourned at 7: 34 PM.
