Request fmm Deputy City Manager Kevin Hogencamp and Police Chief Michelle Cook to review the revised City of Atlantic Beach Parking Ordinance as proposed. i. Tabled by the Committee during the 19th of April 2018 PPSARC meeting pending the implementation ofthe paid parking within the Town Center district. ii. Included documents: Memorandum from Chief Cook, the actual or·dinaces and the red line version of the changes they would like to make. Chair Stinson asked the committee to review the above included documents which will be presented to the Commission in the future. He asked the Records Clerk to put it on the agenda for the August 2, 2018 PPSARC meeting. Sergeant Jevic stated he was pleased with the recommendation to delete Section 21.23 (parking in the right-of-way) due to issues with enforcement. Discussion ensued about the revisions in the code and all questions were answered. MOTION: To defer Item 4B to August 2, 2018 PPSARC meeting. Winfree) .Deferred by consensus on 19 Apri/2018: i. Prioritization exercise. Chair Stinson stated he received a prioritization exercise response fi·om Ms. Winfree and from Sergeant Jevic. He spoke about the coming year's budget and asked the members to identifY one area for recommendation at this meeting for him to take to the Commission at the next Budget Workshop August 6, 2018. It would then be presented to the Commission at the next Regular Commission meeting on August 13, 2018 for approval. Discussion ensued regarding school zones, areas with the most complaints reported to police (hot spots), the comer of Sherry Drive and Ahem Street, the comer of Plaza and Royal Palms, interim solutions in all areas of concern, budget approval, and the corner of Donner and Mayport Roads. Chair Stinson suggested the Committee members submit a Recommendation on interim solutions at the hot spots Sergeant Jevic listed along with the estimated cost to the City. He will submit it for approval to the Commission. Discussion ensued about the value of maintaining the visual culture in the community, the different options available, the cost, the Florida Department of Transportation's responsibility for Mayport Road, and stop sign placement, It was determined to recommend a lighted crosswalk at the intersection of Plaza and Royal Palms. Chair Stinson stated he will write the recommendation and present it at the next PPSARC meeting August 2, 2018 for their review and/or revisions. D. Set Worl{shop date to address delineation of parking by use of painted striping. Chair Stinson inquired about a potential date for a Saturday Workshop meeting to go over the proposal for creating parking spaces (striping). Discussion ensued about various days and/or dates, research needed from staff before meeting, time restraints, potential problems with striping in residential neighborhoods, the scale on which to begin striping, the cost of research to the City, data from the Jacksonville Beach Historical Society, getting data fi·om Olsen & Associates, metered parking, and one-way streets. It was determined the Workshop meetings will be broken down into the two regularly scheduled PPSARC meetings on August 2nd and 15th. E. Shower relocation at the 18the Street beach access-update. Chair Stinson advised that the 18th Street shower is in the process ofbeing moved. Discussion ensued regarding future upgrades to the 18th Street Shower. F. Review of other boards and committees Ordinances and Resolutions. Chair Stinson met with City Attorney (CA) Durden to clarify how the PPSARC can standardize and govern their own members. The City hopes to have a proposal in place by the end of this fiscal year (September 30, 2018). Deferred for next meeting. 5. NEW BUSINESS A. Dune walkover· data request. Chair Stinson announced the City is in the process of building another dune walkover. He encouraged all to attend the Budget Workshop meeting on August 6, 2018 to weigh-in on where they want the beach walkover to be built. Discussion ensued on the American Disabilities Act (ADA) accessibility walkovers , budgeted expenditures, budgeting process , how ADA projects are determined, stonn damage funding on beach walkovers, the design of the lOth Street walkover, other potential sites for the walkover, and potential problems with building ADA access walkovers at emergency access sites . B. Consider·ation of creation of a subcommittee to develop proposals addressing specific locations within Atlantic Beach relative to parking and pedestrian safety. Chair Stinson asked the Committee members to form two three-person committees for the purpose of re-configuring I Oth and 18th Streets relative to parking and pedestrian safety which he will present to the Commission upon completion. Questions regarding the scheduling, noticing , and public processes of sub-committees were answered . Discussion ensued regarding traffic at The Cloisters gate, planned unit development (PUD), and Chair Stinson gave a brief overview of Florida Sunshine Laws. C. Discussion on holding a joint meeting with the City of Atlantic Beach City Commission. Chair Stinson asked Committee members to decide issues to discuss with City Commission at a joint meeting, and Chair Stinson will extend them an invitation. All members gave closing comments about a possible social gathering in the future, their progress to date, appreciation for the City staff, ADA compliance ideas, a Fleet Landing sidewalk, Sergeant Jevic's invaluable insight and participation, and welcomed Lori Diaz to the City Clerk's Office. Parl<ing-configuration related safety issues at 18th Street The plan includes parallel parking on the nmth side of 18th, moving the handicap and ocean rescue parking to the south side (if possible) and adding motorcycle and scooter parking to the north side if the length of the street results in a non-integer number of paralle l spaces . The plan also satisfies the number of spaces needed for beach re­ nomishment funds by , for example, attaining credit for cunent parking that is used but not accounted for and adding bicycle parking at various accesses. It was agreed that the pl an should be discussed at the mid-August PPSARC me eting . Discussion around changing the configuration of the ] 8th street beach access, with the goal of improving safety, ensued.
