CITY COMMISSION MEETING
STAFFREPORT
AGENDA I'T'EM: 10'x' Street Parking
SUBMITTED BY: Douglas E. yton P.E., Public Workss Director
DATE: September 17, 2015
BACKGROUND: Currently there are 20 angled parking spaces along 10°i Street between Beach
Avenue and the dune crossing to the beach. 10 of these spaces are allocated to the adjacent condos
and the 10 easternmost spaces are public parking. Exiting this area of 10"' Street is difficult. Cars are
often seen backing to the cloister entrance or to Beach Avenue to perform a Y turn when exiting the
parking area. Backing along 10`' is in direct conflict with cars entering the parking area and with cars
exiting the Cloister Condominium. Occasional, illegal, parallel beach parking compounds the
problem.
The attached parking study was recently completed to consider changes to parking along 10`x' to
address this situation. Reverse angled parking was found to have no advantage. However, a change
from angled parking to 90 degree parking has some advantages and disadvantages as detailed in the
study. 90 degree parking would eliminate the backing movement but would eliminate 3 highly
valued beach parking spaces.
BUDGET: Undetermined
RECOMMENDATIONS: Commission consider a change to 90 degree parking in conjunction with
the discussion of proposed traffic flow changes at the Cloisters Condominium.
ATTACHMENTS: Parking study dated August 2015.
