CALL TO ORDER
Meeting called to order at 2:05 pm.

2. APPROVAL OF MINUTES
A. Approve Minutes of the August 15, 2018 Meeting.
Minutes were approved as submitted.
3. MISCELLANEOUS BUSINESS
A. Discussion on Proposed Presentation and Recommendation.
Discussion relative to 18th, 19th, and 20th Street parking ensued and members were
unanimous in presenting the following recommendations to the full committee:
18th Street Recommendation:
A. Create a 5' wide public walkway on the North side of 18th St between Seminole
Rd. and Beach Ave. (eventually sidewalk/pavers and landscaping)
B. Change all parking on 18th St between Seminole Rd. to Beach Ave. to parallel
parking.
C. Maximize bicycle and add motorcycle/scooter parking as space allows.
D. Put one "authorized vehicle" parking space at SW corner of 18th and Beach
(better sightlines and minimizes # of public parking spaces not served by
walkway ..
E. Put at least one ADA van accessible parking space at the NW corner of 18th and
Beach.
F. Paint crosswalk from beach access landing to public walkway
G. Widen the stairs of the beach access and move them back at least 8' from the
curb.
19th Street Recommendation:
A. Replace one Public Parking space with an ADA Standardized space

B . Re-size "authorized vehicle" parking to standard size and create 3 additional
motorcycle/scooter spaces.

Members felt discussion on item G of the 18th Street Recommendation should be held
by the full committee before going forward to the Commission.
Members also felt inclusion of recommendations ofPay-for-Parking and ADA access to
the beach should be reserved for further discussion and not be included in the present
recommendations .
Utilizing the "Draft Recommendation", members began formulating a draft document to
be used should the full committee determine adopt any/all of the proposed
recommendations. The Presentation for recommendations to the Commission are
attached and made part of this Official Record as Attachments A and B.

Commission presentation
18th Street
I. History (Provided via documentation from Commissioner Stinson)
A. Original plans envisioned by Commission
B. The Roll of 18th/19th in computing city public access allotments for Re-nourishment
calculations
C. Addition of 10 "non-required" spaces (?) years ago. (Misconception that current 50+
configuration is required for renourishmnent ...actually only 40 spots used in calculation)
D. Present configuration
II. Problems
A. Pedestrians walking in street.
B. Nose in parking requires blocking both lanes of traffic to enter or exit slot
C. Nose in parking results in beachgoers setting coolers, chairs, strollers etc. in street while
packing/unpacking vehicles.
D. Road between Ocean Grove and Beach Ave. too narrow to support 2-way traffic AND
nose in traffic.
E. Beach access stairs exit directly onto Beach/18th intersection. (Stairs are too narrow and,
if carrying anything, beachgoers cannot pass each other on stairs ... results in lines in the
street)
F. Shower users routinely blocked both 18th and Beach (Thank you for following our
recommendation and having the showers moved off the intersection).
III. Considerations
A. Public Safety
B. Changes must improve public access to our beaches
C. Changes must not negatively impact Beach Re-nourishment calculations.
D. Changes must not shift traffic to other neighborhoods.
IV. 18th Street Recommendation:
A. Create a 5' wide public walkway on the North side of 18th St between Seminole Rd. and
Beach Ave. (eventually sidewalk/pavers and landscaping)
B. Change all parking on 18th St between Seminole Rd. to Beach Ave. to parallel parking.

IV. Impact
A. Improves accessibility by adding one ADA compliant Parking space, 3
Motorcycle/Scooter spaces, and 10 bicycle spaces.
B. Re-directs pedestrian traffic exiting from the beach to sidewalks.
C. Ramp would provide easier access to the beach for Wheelchair bound citizens
D. Potential to easily re-designate some of the remaining public parking as ADA
compliant commensurate with expanded usage by handicapped citizens
E. Slight positive impact for Re-Nourishment calculations.
20th Street
I. History
A. No changes since conception
B. Poor maintenance/marking
C. Beach access sign missing
II. Recommendations
A. Clean and mark existing spaces
B. Place Beach access sign on walkway entrance
C. Replace steps with ramp if possible and identify one parking space as Handicapped
parking
D. Add 10 bicycle spaces.
III. Impact
A. Provides better access to beach for resident area bicyclists
B. Minimal increase in Re-nourishment calculations.
APPENDIX
If AB properly accounts for its parking and/or adds "green" spaces, the hazardous conditions at 18th
street can be fixed without impacting current beach renourishment funding. One solution, and there are
others , to preserve current beach renourishment funding is as follows:
-Account for 10 cars at Waters Park
-Account for 3 cars at Dewees
-Add rack for 4 bikes (= 1 car) at 18th Street
-Add rack for 4 bikes(= 1 car) at 19th Street
1 0+ 3+ 1 + 1 = 15 replacement spaces.

V. Impact
A. Loss of 15 conventional vehicle parking spaces on North side of 18th Street would have
limited impact on parking during non-peak season.
B. Gain 8 motorcycle/scooter parking slots
C. Gain 10 additional spaces for bicycles.
D. Provides safe paths to beach for neighborhood pedestrian traffic as well as those
parking on 18th.
E. Enhances beach accessibility for AB area bicyclists.
F. Re-directs foot traffic from beach access area off of road to walkway behind parked
vehicles ..
G. Minimizes impact of parking vehicles on flow of traffic
H. Expands width of 18th to actual 20+ ft. (20 ft. minimum for 2-way traffic)
I. By moving one ADA compliant space to 19th St. there is no resulting impact on
Handicapped parking requirements.
J. Re-nourishment
1. Unofficial survey conducted by members reveals at least 50 existing parking spots
in excess of those required for renourishmnent including over 15 additional
spaces currently marked by Public Works at Waters Park.
u. Parking at Johansen Park (well over 100 spaces) not in Olsen or COAB calculations. Use of
existing "free" beach shuttle and drop-off points will more than cover additional parking
needs during peak periods.
19th Street
I. History
A. Essentially unchanged from conception
B. Cement sidewalk along entire South side of 19th
C. No parking on North side. Parallel parking on South.
D. No ADA parking
E. Long setback from Beach on South to accommodate future driveway.
II. Problems
A. No ADA parking although drop-off for city provided beach wheelchairs
B. Oversized "Authorized Vehicle Only" space
C. No crosswalk from beach access to sidewalk
D. (Limited accessibility for wheelchair bound citizens throughout city)
III. Recommendations
A. Replace one Public Parking space with an ADA Standardized space
B. Re-size "authorized vehicle" parking to standard size and create 3 additional
motorcycle/scooter spaces.
C. Add 10 additional bicycle spaces.
D. Clearly mark crosswalk from beach access to sidewalk. Add ADA standard
crossing for North side of 19th/Beach intersection for Van accessible space.

2.1.4.1 Pedestrian Facilities Consider sidewalks and pedestrian crossings on all projects . Although the
standard sidewalk width is 5 feet, it may be desirable to create wider sidewalks in business districts, near
schools, transit stops, or where there are other significant pedestrian attractors.
