BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA: SECTION I. Section 8-7. then the local administrator shall obtain. review, and reasonably utilize any base flood elevation and floodwav data available from a federal, state. or other source in order to administer the provisions of Article III. Florida. is hereby amended by adding a new definition under Section 8-5. and a new subsection C~ under Section 8-33. which shall read as follows: "Section 8-5. Definitions. Lowest Floor means the lowest floor of the area lowest enclosed area. (including basementl ofa building An unfinished or flood resistant enclosure. used solely for parking of vehicles building access. or storage in an area other than a basement is not considered a buildings lowest floor provided that such enclosure is not built so as to render the structure in violation of the nonelevation design standards of this ordinance. Structures mean a walled and roofed building that is principally above ground. a manufactured home or a gas or liquid storage tank. Section 8-33. Standards for streams without established base flood elevations and/or tloodwavs. (c) In special flood hazard areas without base flood elevation and floodwav data. new construction and substantial improvements ofexisting structures shall have the lowest floor of the lowest enclosed area ,(including basement) elevated no less than two (2) feet above the hi hg est adjacent ~~rade at the building site.
