Approve request from the Cultural Arts and Recreation Committee to donate $2,000 to the Beaches Resource Center Foundation for the purpose of literacy SUBMITTED BY: Timmy Johnson, Recreation Director DATE: September 2, 2003 BACKGROUND: At the August 26 Cultural Arts and Recreation Committee meeting, the Committee unanimously approved a request to donate $2,000 to the Beaches Resource Center Foundation. Mr.Carper made the request and stated that they would like to increase grants, other services and ultimately expand the resource center. Currently the Center provides mental health services, drug services, youth programs, after-school tutoring, as well as other services. Disbursement of these funds is contingent upon receiving funds from City of Jacksonville, City of Jacksonville Beach, City of Neptune Beach, Duval County School Board and the Florida Department of Juvenile Justice. New i3usiness a) Request i'or funds from Bcacltes Resource Center: Commissioner Dezmond Waters advised that when boards and committees spend city money, they need to show that the money is serving Atlantic Beach citizens. He referred the committee members to the package addressing the request from the Beaches Resource Center. He stated that there was a memo in the packet stating that 176 residents of zip code 32233 were served at the Beaches Resource Center in 2002-2003. Commissioner Waters introduced Rick Carper of the Beaches Resource Center. Mr. Carper advised that the Beaches Resource Center was one of six full-service schools receiving funds from various sources, such as the City of Jacksonville and United Way. He stated that they provide mental health services, drug services, youth programs, after school tutoring, as well as other services. He informed the committee that any school age child who lives at the beaches was eligible for their services. He stated that they fund counselors, neighborhood grants and a reading literacy program at Atlantic Beach Elementary. Iie further stated now they only have five neighborhood b7ants this year because they did not look for them in advance and that now there are more needs at the beach than they can address. Mr. Carper advised that they have formed a foundation to raise money for support of the Beaches Resource Center. I3e stated that they would like to increase grants, increase services, and ultimately to expand the resource center. I-Ie advised that the school board owns the property and the Beaches Resource Center is an arm of Duval County Public Schools. Mr. Carper said that they have found that there arc b'reater than 30 percent of children in almost every bRadc level from 3 to 10 who do not read at grade level so they want to focus on more literacy prob~rams. Commissioner Waters advised that they are almost completely funded but are waiting on United Way to determine what they receive. Ms. Marcia Freed, Atlantic Beach Elementary School, advised that Reading Zone was the program Atlantic Beach Elementary had developed to target children in second grade who were reading below grade level. She further advised that their pro6Tam was to be held on Tuesdays, Wednesdays and Thursdays from 3:10 p.m. to 4:10 p.m. In addition, she stated that they have a certified teacher to teach and Teachers of Tomorrow to work with children one-on-one. Ms. Freed stated that they applied for a grant and received a letter that the grant was approved but then received another letter stating not to spend any more money between now and December until the United Way funding comes through. She stated that she had a teacher ready to go but she does not want to bring her on board if she was not able to pay her. Commissioner Waters stated that this request was for $1,500 to $2,000. Mr. Carper advised that they have found that if the services are not provided at the beach, than half of those referred to services in town do not go. Discussion was held with regard to whether to allot the funds to the Atlantic Beach Elementary Reading Zone or to allot the funds to the Beaches Resource Center. Committee Member Coleman stated that he thought that the money should go to the Beaches Resource Center for more broad- based help and they could determine the need. Approximately half of Hope Haven's hours of service last year were devoted toward the tutoring of students with significant learning challenges. There was discussion that in the future, the length of the tutoring program for many students could be shortened, thereby allowing more students to be served and/or reduce dtc total number of hours of tutoring provided. Over the past 2 years, ]BE program has not been very successful in reaching out to neighborhood children that do not attend JBE. An effort has been made to heighten awareness within the local neighborhood this year. Neighborhood groups have indicated intent to participate in greater numbers next year. While the vast majority'of current participants arc residents of the Beaches community, it may be an option to require a designated level of participation by "neighborhood" children. Another stipulation could be to require the program's content to be more directly oriented to educational topics that address our community's greatest needs.
