BACKGROUND: This project' includes the backplugging of Well No. 2 (1100 Sandpiper-
-Lane) as required by the St. Johns-River Water Management District, and the rehabilitation and
upgrade of Well No. 5N (902 Assisi Lane). Project plans and specifications were developed by
CH2M Hill. Five bidders were prequalified and attended the mandatory pre-bid meeting. Four
.bids were received on September. l0, 2003:

The contractor with the lowest bid meeting all specifications was W. Earl Floyd & Sons, in the
amount of $44,220.
BUDGET:... A total of $350,006 is budgeted for well improvements in the Water Production
Fund under account no. 400-5502-533-6300...-This amount included engineering fees,. which have:
already been encumbered, and monies to completely replace Well No. 2. Because -the SJRWMD
is allowing us to backplug Well No. 2 instead of replacing. it, the cost is considerably lower than
the budgeted .amount.
RECOMMENDATION: Award the bid for Well Field Improvements at Well Nos. 2 and SN to
W. Earl Floyd & Sons in the amount of $44,220.

Four bids were received by the City of Atlantic Beach fax the cgnstruction of `the subject
project on September 10, 2003. We have reviewed: each. of the, :four bid packages
submitted and alI bids have been checked, verified- and evaluated. for conformance with
the criteria set forth in the bidding documents.' The bid. subzrtined by Layne-Christensen
Company, inc. was not. completed properly az~d resulted iza only a partial bid price. The
cost O~f the items included in their partial. bid exceeded all of the other bids however. The
lowest responsive responsible bidder fvxthe bid is W. Earl Floyd & Svns with. a Total
Bid Prig of $44,220.00. W. E~ir.1 Floyd & Sons has perfo,rtned similar projects far
numerous clients in the 'eater Jacksonville ~,nca .and have-been given- very positive
evaluations with regard to their work quality, personnel, safety record acid change order
