AN ORDINANCE AMENDING THE CODE OF ORDINANCE S OF
THE CITY OF ATLANTIC. BEACH, FLORIDA, AMENDING CERTAIN
..SECTIONS OF CHAPTER 8 FLOOD HAZARD AREAS, ARTICLE 1, IN
GENERAL, AND ARTICLE III, FLOOD .HAZARD REDUCTION
STANDARDS, TO COMPLY WITH RIJQUIREMENTS OF THE NATIONAL.
FLOOD INSURANCE PROGRAM AND THE COMMUNITY RATING
SYSTEM; PROVIDING AN EFFECTIVE DATE.
BE IT ENACTED BY THE CITY COMNIISSION ON BEHALF OF THE
PEOPLE OF THE- CITY OF ATLANTIC:-BEACH, FLORIDA:
SECTION 1. Section 8-5 Definitions,: "Structures", and Section 8,7 Basis
for: establishing the areas of special flood hazard, and Sec. 8-33; Standards, for
streams without established base flood. elevations and/or floodways (a)"and (b) of
the. Code of Ordinances of the City of Atlantic Beach, Florida, are hereby
amended to read`as follows:

Section 8-5. Structures means a wailed and roofed building that is Drineipally
above ground. a manufactured home or a gas or liquid storage tank
Section 8-7. Basis for establishing the areas of special flood hazard The areas of
special flood hazard. identified by he Federal Emergency Management Agency in
its Flood Insurance Study/ Flood:Insurance Rate Map, dated ~~~-~'~ ' ~, ~ °~~
April 17, 1989; with accompanying mapsand other supporting data, and any
revision thereto, are adopted by reference and declared to be a part of this chapter.

Sec. 8-33. Standards for streams without established base flood elevations andlor

SECTION 2.' Tlie Code of Ordinances of the City of Atlantic Beach,
Florida, is hereby amended b ~' a~ dding a new definition under Section 8-5,
and a new subsection ~ under Section 8-33 which shallread as follows•
"Section 8-5. Definitions. Lowest Floar means the lowest floor of
the area lowest enclosed area. (includingg basement) of a building_An
unfinished or flood. resistant enclosure, used solely_for parking of vehicles
building access. or storage in an area other than a basement, is not
considered a buildings lowest floor,. provided that such enclosure. is riot built
o as to render the structure in violation o~f the`rionelevation-design standards
of this ordinance. Structures mean a walled and roofed buildin .that is
principally above' rg ound, a manufactured home, or a as or liquid storage
tank.
Section 8-33. Standards for streams without established base flood
elevations and/or floodways:
(c) In special flood hazard areas withoutbase flood elevation and
floodway data, new construction and substantial improvements of existing
structures shall have the lowest floor of the lowest enclosed. area Lncluding
basement) elevated no less than -two (2) feet above the highest adjacent
grade at the building site.
