AGENDA ITEM: Sludge Container .for Wastewater Plants

BACKGROUND:. The bid was fora 22-cubicyard roll-off container, with modifications so
the container may also. be used for dewatering sludge. One of these replacement containers was
budgeted in FY03 and was recently awarded to Galbreath, Inc. under Bid No. 0203-22 (Re-Bid)
on September 22, 2003. A second replacement container was included in the FY04 budget, and
staffwould lie to purchase this container under the same bid.
.The original bid was due on August 13, 2003, and atthat time no vendors submitted a bid. The
container was re-bid, and on September 3;.2003 onebid was submitted from Galbreath, Inc, in the
amount of$15,154.: Some ofthe bid documents (W-9 form, Public Entities Crime form,
Acknowledgement ofAddenda andDocuments checklist) were submitted by fax.. As Galbreath,
Inc. was a sale bidder; submission of these documens with the bid was waived as a technicality.
Since there was only one bidder, as a comparison, we obtained a price for sludge containers from
Consolidated Containers. The cost of a 17 cubic yard roll-off container was $17,500.
BUDGET: A total of $15,000 was budgeted for the sludge container in the Sewer Treatment
fund under account number 410-5508-535-6400. The remaining $154 is available in account
number 410-5508-535-52-00.
RECOMMENDATION: Purchase the Roll-On/Roll-Off Sludge Container as specified in Bid
-' No. 0203-22 (Re-Bid) from Galbreath, Inc. in the amount of $15,154.00
